The Prime Minister has instructed immediate action on compensation, support, and resettlement for the project in tandem with the Ministry of Construction’s preparation of the Feasibility Study Report for the Lao Cai-Hanoi-Hai Phong railway line project. The target completion date is August 2025, aiming to deliver the cleared land for construction purposes.
This is one of the key contents of Official Dispatch No. 54/CD-TTg, issued on April 30, 2025, regarding the acceleration of the implementation of the Lao Cai-Hanoi-Hai Phong railway line project.
The Prime Minister has requested that the People’s Committees of Hanoi, Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Bac Ninh, Hung Yen, Hai Duong, and Hai Phong urgently establish a Steering Committee for the project’s land clearance. The committee will be headed by the Provincial/Municipal Party Committee Secretary, and its formation must be completed by May 5, 2025.

The committee’s role is to direct and mobilize the entire political system at local levels to organize the implementation of land clearance for the project. Additionally, local authorities are to coordinate closely with agencies of the Ministry of Construction and the Railway Project Management Board to receive the project’s coordinate data (centerline and clearance boundary). They are also instructed to immediately carry out compensation, support, and resettlement for the project, running parallel to the Ministry of Construction’s preparation of the Feasibility Study Report, with a completion target of August 2025.
Treating the task of implementing land clearance for the project as an important political mission in their direction and administration, local authorities are expected to demonstrate unity and determination, embracing a “do it, don’t delay” attitude. They are encouraged to be proactive, creative, and bold in their approach, mobilizing the entire political system and effectively communicating with the people to expedite the progress of land clearance and the relocation of technical infrastructure. Particular attention should be given to investing in resettlement areas, ensuring that residents have new accommodations that are at least equal to, if not better than, their previous dwellings. Effective propaganda, mobilization, support, and the creation of additional jobs and livelihoods for local people are also emphasized.
If necessary, temporary housing solutions can be implemented to stabilize the lives of the people and ensure the project’s progress.
The Official Dispatch was sent to the Ministers of Construction, Foreign Affairs, Agriculture and Environment, and Finance; and the Secretaries and Chairpersons of the People’s Committees of Hanoi, Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Bac Ninh, Hung Yen, Hai Duong, and Hai Phong.
The 13th National Party Congress’s Resolution, the Conclusion No. 49-KL/TW dated February 28, 2023, of the Politburo, and the transport development plans have affirmed the priority of investing in railways. Railways offer numerous advantages, including large-scale transportation, speed, cost-effectiveness, safety, environmental protection, and cross-country connectivity. Therefore, developing the railway system plays a pivotal role in socio-economic development, regional connectivity, and international integration.

Conclusion No. 72-KL/TW, issued by the Politburo on February 23, 2024, emphasizes “prioritizing resources for completing the Lao Cai-Hanoi-Hai Phong route…”. To turn this policy into reality, the National Assembly passed Resolution No. 187/2025/QH15 on the investment policy for the Lao Cai-Hanoi-Hai Phong railway line project (hereinafter referred to as the Project). The Government is formulating a resolution to implement the National Assembly’s Resolution 187/2025/QH15, which includes the requirement to commence the Project in 2025. On April 14, 2025, Vietnam and China signed an exchange of letters regarding China’s technical support for the feasibility study of the standard-gauge Lao Cai-Hanoi-Hai Phong railway line.
To ensure the Project’s commencement and completion within the 2025 timeline, the Prime Minister has instructed the Minister of Construction and the People’s Committees of the provinces and cities where the project passes through to urgently and seriously implement the assigned tasks.
Specifically, the Minister of Construction is to proactively coordinate with local authorities to hand over the centerline coordinates and clearance boundaries as a basis for local authorities to implement compensation, support, and resettlement, as well as for the project’s design and feasibility study preparation. This task should be completed by June 2025.
The Minister of Construction is also instructed to direct the Project Management Boards and consulting units to strengthen their workforce and simultaneously carry out tasks related to the preparation, appraisal, and approval of the feasibility study report, as well as construction design, invitation to bid, request for proposals, and other procedures for the Project. This should be done with a determined attitude, working “during the day and night if necessary,” even during holidays and weekends, to complete the procedures and commence the project on December 19, 2025.
If necessary, human resources can be mobilized from the Hanoi Metropolitan Railway Project Management Board to provide additional support during the implementation process.
The Minister of Construction is also tasked with promptly finalizing the dossier for the National Assembly’s Resolution on special mechanisms and policies for developing the railway system, to be submitted to the National Assembly at its 9th session. This should be reported to the Government before May 5, 2025, as directed by the Prime Minister in Document No. 499/TTg-QHDP dated April 29, 2025.
The Prime Minister has requested that the Minister of Agriculture and Environment closely coordinate with the Ministry of Construction and local authorities to expedite procedures related to the conversion of forest and rice land use purposes. They should also proactively guide local authorities in implementing compensation, support, and resettlement for the Project, promptly addressing any difficulties within their assigned functions and tasks.
The Minister of Finance has been instructed to urgently review the central and local budget savings in 2025 to prioritize allocating funds for the Project and report to the Prime Minister in May 2025.
The Prime Minister has assigned Deputy Prime Minister Tran Hong Ha to directly oversee and address any difficulties and obstacles related to the Project.
The Government Office is responsible for monitoring and urging ministries, agencies, and localities to implement the tasks assigned in this Official Dispatch.
