On the afternoon of May 9, the Employment Bureau (Ministry of Home Affairs) held a meeting to review the results of its tasks in the first four months and deploy tasks for the remaining eight months of 2025.
At the meeting, Ms. Chu Thi Hanh, Deputy Director of the Employment Bureau, informed that in the early months of 2025, the Employment Bureau had coordinated with the Committee for Culture and Society and other committees of the National Assembly to finalize the draft amended Labor Law. Simultaneously, a report was submitted to the government regarding the refinement of this draft law.
The refined draft law has one fewer chapter and 36 fewer articles compared to the initial draft presented to the National Assembly for feedback during the 8th session. On May 7, 2025, the National Assembly discussed the amended Labor Law in the assembly hall and is expected to vote on it on June 11, 2025.
The Employment Bureau also established a task force for the development of the national employment exchange, preparing the necessary conditions to ensure its launch in September 2025.
Following the Prime Minister’s instructions, the Bureau advised and submitted to the Ministry a report to the government on the anticipated impact of US tariff policies on Vietnam’s labor and employment situation, along with suggestions for supporting employers.
Additionally, they advised and submitted to the Prime Minister a report on the current state of the labor market and proposed key solutions for its development to lay the foundation for economic growth. This included an overview of the situation of Vietnamese workers going overseas on contract.
According to the report, the proportion of trained workers with qualifications or certificates stands at 28.8%. The unemployment rate in urban areas is 2.21%. Nearly 32.5% of the working-age labor force participates in unemployment insurance…
Despite these positive results, representatives of the Employment Bureau acknowledged that the labor market currently faces fluctuations.
The reorganization of the apparatus and personnel will negatively affect a large number of people working in the public sector in terms of employment and income, creating pressure to address employment issues and support these individuals in entering the labor market in the coming time. This calls for attention and guidance from authorized levels to safeguard the rights and interests of this group.
Moreover, the world situation is complex and unpredictable, especially with the impact of US tariff policies and the reactions of other countries, which will significantly affect Vietnam’s labor market, particularly those directly employed by exporting enterprises. This may lead to job cuts and labor shifts…
Given these realities, the Employment Bureau proposed that the government strengthen policies to protect the rights and interests of workers, including unemployment insurance, and safeguard workers in enterprises affected by the US tariff countermeasures.
On this issue, Deputy Minister of Home Affairs Nguyen Manh Cuong assigned the Employment Bureau to develop scenarios and plans during the negotiation period. This includes estimating the potential number of unemployed workers to formulate supportive policies accordingly.
In the coming time, the Employment Bureau should also closely monitor the progress of the set tasks, especially the amended Labor Law project, which is expected to be submitted to the National Assembly for approval on June 11, 2025.

Regarding the Employment Bureau’s tasks, along with stabilizing and developing the labor market, in the coming time, the Bureau will continue to pilot public employment services related to unemployment insurance on the National Public Service Portal.
Additionally, they will collaborate with C06 (now C12) of the Ministry of Public Security to develop and connect public services to pilot six unemployment insurance procedures on the National Public Service Portal. They will also work with VNPT to establish procedures for the unemployment insurance public service pilot.
Notably, the development of an online employment exchange is underway, scheduled to be operational by September 2025.
Simultaneously, they will provide guidance on reorganizing and restructuring the job centers according to Decree No. 120/2020/ND-CP and Decree No. 23/2021/ND-CP in the context of rearranging the political system apparatus.
