On May 7, the Ho Chi Minh City Transport Infrastructure Project Management Board (Ho Chi Minh City Transport) announced that the opening of the HC1 tunnel has been postponed again, with the new expected opening date being June 30, 2025.

Specifically, the HC1 tunnel at the An Phu intersection has completed its structural construction, lighting system, and signage. However, more time is needed to finalize the water pumping station for the tunnel.

Observations show that the tunnel’s structure, lighting, and traffic signs are complete.

According to Ho Chi Minh City Transport, the complex geological and groundwater conditions have also led to technical challenges and delays in construction work.

Ho Chi Minh City Transport, along with consulting units and contractors, will focus on expediting the completion of the water pumping station to ensure the tunnel’s opening by the new deadline of June 30.

Previously, the HC1 tunnel was scheduled to open on April 29, 2025, to commemorate the 50th anniversary of the Liberation of Southern Vietnam and National Reunification. However, this plan could not be realized. Subsequently, Ho Chi Minh City Transport planned to open the tunnel on May 9, but this deadline also had to be postponed due to the aforementioned reasons.

The An Phu intersection tunnel project has been delayed until the end of June 2025.

Ho Chi Minh City Transport emphasized their commitment to completing transportation projects and serving the city’s residents as soon as possible. They acknowledged the challenges of constructing the An Phu intersection, which involved maintaining traffic flow for a large volume of vehicles while ensuring the smooth progress of construction work.

“With this spirit, more than 20 projects and works have been completed and opened on schedule in the past time. Being forced to postpone the opening time of the tunnel at An Phu intersection, the Ho Chi Minh City Transport Board hopes to receive the sympathy and sharing of the people, and we will concentrate the maximum human resources and equipment to accelerate the construction progress to complete and open HC1 tunnel at the end of June 2025”, said a representative of Ho Chi Minh City Transport.

Upon completion, the An Phu intersection project is expected to alleviate traffic congestion at the eastern gateway of Ho Chi Minh City.

In the second and third quarters of 2025, Ho Chi Minh City Transport will also commence construction on the Rach Tom and Ong Nhieu bridges and complete the Hang Bang canal section (in District 6). Additionally, they will start work on the first Kenh Ngang bridge, the Nga Tu intersection project, and other key projects, such as the Ho Chi Minh City Belt Road (Section 1 and 2), the construction of the Nguyen Khoai road and bridge, the expansion of the Ho Chi Minh City – Long Thanh – Dau Giay highway, and the Ho Chi Minh City – Moc Bai highway, in accordance with the set schedule.

The An Phu intersection project, which commenced in 2022, has a three-tier design, including an underground tunnel, an overpass, and connecting roads to major transport routes. It is one of the most modern intersection projects in Ho Chi Minh City, featuring six bridges, two underground tunnels, a total land area of 29 hectares, and an investment of VND 3,400 billion.

The An Phu intersection connects several vital transport arteries, including the Ho Chi Minh City – Long Thanh – Dau Giay highway, Mai Chi Tho Avenue, Nguyen Thi Dinh Street, Luong Dinh Cu, and Dong Van Cong. This intersection plays a crucial role in regional connectivity and contributes to the completion of the city’s transport network as per the master plan. Initially, the project aimed for completion by April 30, 2025, and then the end of 2025.

The 341 billion VND tunnel at the city’s largest intersection was expected to open on May 9, with hopes of alleviating traffic congestion and improving connectivity in the city’s eastern region. However, adjustments had to be made due to technical reasons and incomplete construction work.
