On May 8, the People’s Committee of Thanh Hoa Province officially launched the “Digital Literacy for All” movement on a large scale, connecting online to over a thousand locations and attracting more than 52,000 participants. This movement is expected to spread a spirit of lifelong learning, equipping people with digital knowledge and skills, and contributing to Thanh Hoa’s goal of becoming a leading province in digital transformation.

The launch of the “Digital Literacy for All” movement was held simultaneously at 1,018 locations throughout Thanh Hoa Province, including provincial, district, and communal agencies, as well as villages, neighborhoods, schools, markets, and businesses. The event attracted the participation of over 52,000 people.

The “Digital Literacy for All” movement aims to promote basic digital transformation knowledge and digital skills for all segments of the population, working towards building a comprehensive digital society and digital citizens. At the ceremony, Mr. Dao Xuan Yen, Head of the Provincial Committee for Propaganda and Education, presented the plan for the movement with a clear orientation: leaving no one behind in the digital journey.

By 2026, the movement aims to equip 100% of officials, public employees, and workers in the public sector; 100% of elementary school students and above; and 100% of adults with the ability to use smart devices to access and utilize essential digital platforms. Notably, the province of Thanh Hoa has set a goal of having 80% of adults achieve digital literacy standards on the VNelD platform.

The movement will be extensively promoted to every village, commune, and ward, creating a comprehensive campaign for the entire population to acquire digital skills. Officials and party members will take the lead, setting an example to inspire self-learning and the enhancement of digital knowledge, making learning a self-motivated endeavor.

Thanh Hoa Province has identified seven main tasks and solutions, emphasizing the role of communication, investment in telecommunications infrastructure, and information technology to ensure that people have access to the Internet and can apply technology to their daily lives. Digital skills training programs will be organized in a flexible manner, combining online and offline formats, tailored to specific groups such as students, elderly individuals, and freelance workers…

Particularly, the role of community-level digital technology groups at the commune and village levels, as well as mass organizations, will be promoted to popularize digital platforms and bring technology closer to the people. At the same time, relevant departments such as the Department of Science and Technology and the Department of Education and Training will develop a digital competency framework and a system of learning materials suitable for specific target groups.

Launching the “Digital Literacy for All” movement, Mr. Do Minh Tuan, Chairman of the People’s Committee of Thanh Hoa Province, stated: “Nearly 80 years ago, when our country had just gained independence, more than 95% of the population was illiterate, and the ‘enemies of ignorance, hunger, and foreign invaders’ were among the most dangerous. The ‘Literacy for All’ movement was born with the urgent goal of eradicating illiteracy and raising the cultural standards of the people. In a short time, millions of Vietnamese people learned to read and write, making a significant contribution to the cause of building and defending the nation. The ‘Literacy for All’ movement initiated by President Ho Chi Minh is a symbol of determination, willpower, and unity in helping people escape the darkness of illiteracy and access knowledge.”

Mr. Do Minh Tuan, Chairman of the People’s Committee of Thanh Hoa Province, affirmed: “Digital transformation is not only a trend but also a top strategic task in socio-economic development. Therefore, the ‘Digital Literacy for All’ movement is a practical step to concretize the important resolutions of the Central Committee and the province on the breakthrough in the development of science, technology, and digital transformation. This is also how Thanh Hoa realizes its goal of becoming a pioneer in digital government, digital economy, and digital society.”

The province of Thanh Hoa calls for the involvement of the entire political system, the business community, and all strata of the people. “Let every citizen strive to learn and improve their digital skills. Let every official and party member go to every household and guide every person so that no one is left behind in the digital era,” emphasized Mr. Do Minh Tuan, Chairman of the People’s Committee of Thanh Hoa Province.
