The People’s Committee of Hue City has issued Notification No. 169/TB-UBND regarding land retrieval for the Hue Golf Course Complex project in Thuy Duong Ward, Huong Thuy Town.

Specifically, the People’s Committee of Hue City informs Thien An Joint Stock Company (project investor) that they are allowed to continue using the land for 24 months from the date of termination of the investment project as stipulated by investment laws (from April 18, 2025, to April 18, 2027).

Within this 24-month period, Thien An Joint Stock Company is responsible for handling assets attached to the land in accordance with Clause 2, Article 35 of the Government’s Decree No. 102/2024/ND-CP dated July 30, 2024, detailing the implementation of a number of articles of the Land Law.

If Thien An Joint Stock Company fails to handle the assets attached to the land within the specified timeframe, the State will retrieve the land without providing compensation for the land and assets attached to it, in accordance with legal regulations.

The notification also states that the Department of Agriculture and Environment is fully responsible before the law, the People’s Committee of Hue City, the Chairman of the People’s Committee, and inspection agencies for the accuracy and legality of the dossier, procedures, process, and content of the appraisal and consultancy provided to the People’s Committee of Hue City in the aforementioned documents of the Department of Agriculture and Environment.

It is known that the Hue Golf Course Complex project, invested by Thien An Joint Stock Company, has a project scale of 78.32 hectares with an investment capital of approximately VND 1,885 billion.

For the area of 58.75 hectares where site clearance has been completed, Thien An JSC has been granted a land lease decision, signed a land lease contract, and been issued a Certificate of Land Use Right, Ownership of Houses and Other Assets Attached to Land by the People’s Committee of Thua Thien-Hue Province (now Hue City).

For the remaining area of 19.57 hectares, site clearance has been completed, and the company is in the process of finalizing procedures to lease the land.

The project was first granted an Investment Registration Certificate by the People’s Committee of Thua Thien-Hue Province (now Hue City) on October 10, 2007, and the second adjusted certificate was issued by the Department of Planning and Investment on March 30, 2017, with the third adjustment made on December 10, 2021.

According to the third adjusted Investment Registration Certificate, the project progress has been adjusted as follows: site clearance, leveling, and completion of investment and construction procedures in the first quarter of 2022.

Construction of the common infrastructure system for the entire area, the golf practice range and house, the 18-hole golf course, the Clubhouse, the management area, and some auxiliary service works are to be completed by the fourth quarter of 2022. Construction of the resort villas and the remaining auxiliary service works are scheduled for completion by the fourth quarter of 2023.

However, as of now, the project has not been completed and is not yet operational.
