The Ho Chi Minh City Department of Construction has recently reported on tasks related to the development of the city’s real estate and housing market.
According to the report, from 2021 to the first quarter of 2025, Ho Chi Minh City completed 6 projects comprising 2,745 apartments. Additionally, 4 projects with 2,874 apartments are under construction and expected to be finished by 2025. The city is also in the process of facilitating legal procedures for 21 projects, totaling approximately 40,000 apartments.
To meet the assigned social housing targets, Ho Chi Minh City has registered with the Ministry of Construction for social housing development in 2025. This includes 3 projects scheduled for completion this year, offering 2,316 apartments. There are also plans to commence 8 projects with an estimated 8,000 apartments and obtain investment approval for 5 projects, providing around 20,000 apartments.
The Ho Chi Minh City Department of Construction aims to expedite social housing development to achieve the Prime Minister’s target of 100,000 units by 2030. To accomplish this, the department intends to advise the Ho Chi Minh City People’s Committee on implementing various solutions.
One key action is to provide feedback and organize the implementation of the National Assembly’s Resolution on piloting mechanisms and policies for social housing development.

The department will also collaborate on refining policies, plans, and projects for social housing, targeting specific groups and leveraging the collective resources of various sectors and fields.
This includes coordination with the Ministry of National Defense and the Ministry of Public Security to develop social housing for the armed forces; collaboration with labor unions to build social housing funded by trade union finances; and providing social housing for budget-funded employees, civil servants, doctors, teachers, artists, and athletes who contribute to the city.
Additionally, there are plans to construct accommodations for workers in industrial parks and export processing zones, as well as social housing for those living on and along canals.
A Steering Committee for Social Housing Development will be established to address challenges faced by social housing projects, ensuring their swift implementation.
Regarding specific projects, Ho Chi Minh City will prioritize resolving obstacles and accelerating legal procedures for social housing projects in 2025, aligning with the targets set by the Government and the local housing development program.
Emphasis will be placed on large-scale projects with over 1,000 units to facilitate synchronous investment in technical and social infrastructure.
The city will organize bidding to select investors for social housing projects on 8 state-managed land plots, totaling approximately 10,000 apartments. Furthermore, they aim to initiate construction on 8 projects, providing an additional 8,000 apartments.
According to the Government’s project on “investing in building at least one million social housing units for low-income people and industrial park workers in the 2021-2030 period,” Ho Chi Minh City’s target for social housing development by 2030 is to construct 69,700 units. This includes 26,200 units in the 2021-2025 period and 43,500 units in the 2026-2030 period.
