The Supreme People’s Procuracy (SPP) Chief Prosecutor Nguyen Huy Tien reported to the National Assembly on the prosecution’s work in the first six months of 2025 (from October 1, 2024, to March 31, 2025).
Assessing the crime situation, Chief Prosecutor Nguyen Huy Tien stated that overall, crime rates have decreased. However, there has been an increase in the number of cases involving national security breaches, corruption, and abuse of power.

In the given period, there was a 50% increase in prosecuted cases related to national security breaches, with 15 cases in total. Additionally, there was a 1.7% rise in corruption and abuse of power cases, with 476 cases prosecuted. The authorities continue to detect, prosecute, and investigate significant cases, including those involving ministries, sectors, and localities, with intricate collusion between state officials and private companies or enterprises in areas such as land management, mineral resource exploitation, basic construction investment, and gasoline trading.
Notable examples include the case of “Violation of regulations on research, exploration, and exploitation of natural resources” in An Giang and Vinh Long provinces; the case of “Violation of regulations on mineral resource exploitation” and “Violation of accounting regulations with serious consequences” involving Hung Thinh Mineral Resource Investment Joint Stock Company and related units.
The case of “Embezzlement of assets” and “Illegal buying and selling of invoices and receipts for budget appropriation” involving Thien Minh Duc Joint Stock Company; and the case of “Offering bribes” and “Receiving bribes” involving the Project Management Board for Transport and Rural Development in Dak Lak province and related units, are also mentioned in the report to the National Assembly.
The SPP has directed the sector and proposed measures to enhance the quality of the fight against and handling of corruption, economic, and abuse of power cases. As a result, several cases have been detected and prosecuted regarding the production of counterfeit goods, particularly food products, and fraud against customers through advertising and online sales, which has caused public outrage.
The SPP’s report highlights some typical cases, including the case involving Chi Em Rot Joint Stock Company (related to Nguyen Thi Thai Hang (Hang Du Muc) and Pham Quang Linh (Quang Linh Vlogs)) and the case of “Violation of accounting regulations with serious consequences” and “Production and trading of counterfeit food products” involving Rance Pharma International Joint Stock Company, Hacofood Group Joint Stock Company, and related units in Hanoi and other provinces and cities nationwide.
The report also emphasizes the complexity of cybercrime, particularly in the case involving Pham Duc Nam (known as TikToker Mr. Pips), where there was collusion between insiders and outsiders. In this case, Nam and his accomplices are accused of opening multiple websites to invite foreign currency and securities investments, using various tricks to guide and push customers to increase trading capital, and then appropriating thousands of billions of dong from numerous victims.
Earlier, on April 4, Nguyen Thi Thai Hang (Hang Du Muc, Chairman of the Board of Chi Em Rot Joint Stock Company) and Pham Quang Linh (Quang Linh Vlogs, member of the Board of Directors) were prosecuted and detained by the Investigation Security Agency of the Ministry of Public Security (C01) for the crime of “Cheating consumers” under Clause 2, Article 198 of the Penal Code. Hang and Linh are well-known on social media and often livestream to sell products.
During their livestreams, Hang and Linh advertised that the candy could replace vegetables in meals. However, the quality inspection results showed that the product’s quality fell far short of its advertised effects. The agency stated that the accused’s actions caused public outrage and seriously affected consumers’ rights and interests.
