The meeting was attended by Politburo members, Central Committee members, Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee, Government members, and leaders of ministries, sectors, and governmental agencies.
The 11th Plenum of the 13th Party Central Committee passed a resolution on merging provincial-level administrative units, not organizing district-level ones, merging communal-level ones, and building a model of local government with two administrative levels.
This is a significant and historical issue, as it involves not just rearranging the organization, apparatus, and personnel but also promoting the delegation of authority, resource allocation, and creating new development space, especially in building a government that is closer, more connected to the people, and better serves the people, shifting from a passive to a proactive mindset in serving citizens and businesses. The implementation process must ensure the smooth operation of agencies and the daily life of the people and businesses without interruption.
To implement Resolution No. 60-NQ/TW dated April 12, 2025, of the 11th Plenum of the 13th Party Central Committee and Plan No. 47-KH/BCD dated April 14, 2025, of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW, the Government has established a Steering Committee for rearranging administrative units at all levels and building a model of local government with two administrative levels.

In the past, localities have urgently and seriously implemented the directions of the Central Committee, the Politburo, and the instructions on collecting people’s opinions and preparing personnel work for the rearrangement of administrative units at all levels and the building of a model of local government with two administrative levels.
According to the agenda, at the meeting, the Government will give opinions on the Report on the implementation of the rearrangement of administrative units at all levels and the building of a local government with two administrative levels, the content of submitting to the Government the dossiers of the scheme on merging and consolidating provinces and cities and the dossiers of the scheme on rearranging communal-level administrative units; the building, completing institutions related to the local government with two administrative levels, implementing decentralization and delegation of powers between the central and local levels.
After this meeting, agencies will continue to urgently complete the dossiers and steps to submit to the Standing Committee of the National Assembly and the National Assembly for consideration and decision to implement.
