Hanoi Reduces 400 Commune-level Administrative Units

The Ministry of Home Affairs has submitted a proposal to rearrange commune-level administrative units in 2025. So far, provinces and cities have developed 3,193 plans to rearrange 9,907 commune-level units, resulting in the formation of 3,193 new ones and a reduction of 6,714 units.

Specifically, Hanoi has devised 126 plans to rearrange 526 commune-level administrative units, resulting in the formation of 126 new ones (75 communes and 51 wards), reducing the total by 400.

After the merger, the country has 3,193 new commune-level units, a reduction of 6,714.

Meanwhile, the People’s Committees of Ba Ria-Vung Tau, Binh Duong, and Ho Chi Minh City have formulated 163 plans to rearrange 436 units, resulting in the formation of 163 new commune-level units (including 112 wards, 50 communes, and 1 special unit), reducing the total by 273.

The People’s Committees of Hai Phong City and Hai Duong Province have developed a total of 114 plans to rearrange 374 units, resulting in the formation of 114 new commune-level administrative units, reducing the total by 260.

Hue City devised 39 plans to rearrange 132 units, forming 39 new commune-level administrative units (19 communes and 20 wards) and reducing the total by 93.

Da Nang and Quang Nam Province formulated a total of 92 plans to rearrange 278 units, resulting in the formation of 92 commune-level units (including 23 wards, 68 communes, and 1 special unit), reducing the total by 186.

In Can Tho City and the provinces of Hau Giang and Soc Trang, a total of 95 plans were developed to rearrange 255 units, resulting in the formation of 95 new commune-level units (65 communes and 30 wards) and a reduction of 160 units…

3,039 Units Post-rearrangement Meet Both Criteria

The Ministry of Home Affairs announced that after the 2025 rearrangement, the country will have 3,321 commune-level administrative units remaining, including 2,636 communes, 672 wards, and 13 special units.

Of these, 3,193 are new commune-level administrative units formed through the rearrangement, merger, and adjustment of existing ones, while 128 units remain unchanged.

Thus, the total number of commune-level administrative units decreased by 6,714 compared to before the rearrangement (a reduction rate of 66.91%).

According to the Ministry of Home Affairs, 3,039 out of 3,193 commune-level administrative units post-rearrangement meet the standards for natural area size and population scale as stipulated in Resolution No. 76/2025/UBTVQH15 of the National Assembly Standing Committee (a rate of 95.18%).

Among them, 2,536 commune-level administrative units post-rearrangement meet both standards for natural area size and population scale as directed by the National Assembly Standing Committee’s Resolution No. 76.

The Ministry of Home Affairs also stated that 154 commune-level administrative units did not meet the directed standards for natural area size or population scale but could not be further rearranged with adjacent units.
