In response to allegations of fraud made by dozens of customers regarding the purchase of social housing, the Hanoi Police have announced that on April 29, the Hanoi City Investigation Agency decided to initiate a criminal investigation into “fraudulent appropriation of property.”
The Hanoi Police have sent the decision to initiate the investigation to the Hanoi People’s Procuracy for approval.
Previously, a group of more than 20 customers had filed a complaint with the authorities, accusing Tan Nhat Phat Investment and Development Joint Stock Company (Hadong District) of defrauding them by accepting “premium” payments for the purchase of “diplomatic” social housing units.

The company’s brokers offered and promised customers that by paying a premium, they would be able to purchase social housing units in projects such as Ecohome (Bac Tu Liem), NHS Trung Van (Nam Tu Liem), and NO1 Ha Dinh (Thanh Tri), among others.
However, by the agreed-upon deadline, customers were unable to purchase the social housing, and the brokers from Tan Nhat Phat had disappeared. Customers who went to the company were also unable to retrieve their deposits.
The victims reported losses ranging from hundreds of millions to over a billion dong. In total, the amount lost by over 20 customers exceeded 19 billion dong.
