On May 9th, the Ho Chi Minh City Export Processing and Industrial Zones Authority (HEPZA) hosted a conference in collaboration with the People’s Committee of Binh Chanh District to announce the city’s industrial park planning for the period of 2021-2030, with a vision towards 2050, along with investment attraction solutions for 2025.
According to the plan, Ho Chi Minh City aims to retain all existing industrial land during this new phase of development but with a shift towards more advanced models such as eco-industrial parks, high-tech parks, and industrial-urban-service complexes, as well as logistics centers.
Five existing zones are being considered for pilot conversion: Tan Thuan Export Processing Zone, Hiep Phuoc Industrial Park, Tan Binh, Cat Lai, and Binh Chieu.

Notably, for the period of 2021-2030, Ho Chi Minh City plans to add 14 new industrial parks spanning a total area of 3,833 hectares. These include Hiep Phuoc Phase 3 (500 ha), Vinh Loc 3 (200 ha), Pham Van Hai I (379 ha), Pham Van Hai II (289 ha), An Phu (328 ha), Nhi Xuan (199 ha), Pham Van Hai III (238 ha), Le Minh Xuan 4 (200 ha), Trung An (300 ha), Tan Phu Trung 2, Tan Phu Trung 3, and Tan Phu Trung 4 (with a combined area of 600 ha), Binh Khanh 1 (300 ha), and Binh Khanh 2 (300 ha).
These new industrial parks will be developed following the model of smart and specialized industrial parks, with a focus on regional and industry linkages. This planning strategy aims to facilitate strategic investment in key industries, clean industries, and high-tech sectors.
To achieve the set goals, the authority has proposed a timeline for the development of the 14 new industrial parks, divided into three phases:
– Phase 2025-2027: Pham Van Hai I, Pham Van Hai II, Vinh Loc 3, and Nhi Xuan.
– Phase 2027-2030: An Phu, Trung An, Le Minh Xuan 4, Pham Van Hai III, and Hiep Phuoc Phase 3.
– Phase 2030-2033: Tan Phu Trung 2, Tan Phu Trung 3, Tan Phu Trung 4, Binh Khanh 1, and Binh Khanh 2.
According to Decision 1711/QD-TTg issued on December 31, 2024, Ho Chi Minh City currently has 36 export processing and industrial zones with a total planned area of 8,369 hectares. This figure includes both operational zones and newly planned zones for the 2021-2030 period.
