According to PV’s investigation, Dong Hai district had five projects for planting and caring for greenery in 2019, 2020, and 2022. The contractors included Tay Nguyen Green Tree Co., Ltd.; Phu Quoc Urban Environment Co., Ltd.; and Minh Thanh Phat Kien Giang Co., Ltd.
Gia Rai town had nine projects, all invested by the Gia Rai District Service Center. Three of these projects were constructed by Cong Minh Green Tree Co., Ltd. The remaining contractors were Tay Nguyen Green Tree Co., Ltd.; Cong Minh Urban Environment Co., Ltd. from Vinh Long; Minh Thanh Phat Kien Giang Co., Ltd.; and Ca Mau Environment and Service Co., Ltd.
Bac Lieu city and Phuoc Long district each had two projects for urban embellishment, with Tay Nguyen Green Tree Co., Ltd. as the contractor.

Hoa Binh district had eight projects, including two constructed by Cong Minh Green Tree Co., Ltd., and two by Binh Duong Urban Service Co., Ltd.
Vinh Loi district had three projects, with Cong Minh Green Tree Co., Ltd. and Tay Nguyen Green Tree Co., Ltd. as contractors.
Previously, the Investigation Security Agency (ANĐT) of the Ministry of Public Security sent a document to the Chairman of the People’s Committee of Bac Lieu province requesting evidence, objects, and documents related to the projects on planting, caring for greenery, and urban embellishment from 2019 to 2023 in the province to serve the investigation work.
A review showed that in five years, Bac Lieu province implemented 66 works and projects on planting, caring for greenery, and urban embellishment, with a total value of over VND 117 billion from the state budget. Of these, the Investigation Security Agency requested the province to provide documents for 29 projects mentioned above.
Regarding this case, the Chairman of Bac Lieu province asked the People’s Committees of Dong Hai, Phuoc Long, Hoa Binh, Vinh Loi districts, Gia Rai town, and Bac Lieu city to urgently review and fully provide the project dossiers as required.
The Chairman of Bac Lieu province also assigned the Department of Finance to monitor and urge the units to implement this task promptly, take responsibility for synthesizing the entire project dossiers, and send them to the People’s Committee of the province no later than May 14, 2025, so that the People’s Committee of the province can send them to the Investigation Security Agency of the Ministry of Public Security as required.
