Region I and II include: communes and wards of Hanoi capital city.

Region I, II, and III include: communes and wards of Ho Chi Minh City and Hai Phong City.

Region II, III, and IV include: communes and wards of the provinces of Bac Ninh, Ninh Binh, Hung Yen, Phu Tho, Lao Cai, Thai Nguyen, Thanh Hoa, Nghe An, Quang Tri, Khanh Hoa, Lam Dong, Vinh Long, Dong Thap, An Giang, Ca Mau, and the cities of Hue, Da Nang, and Can Tho.

Region I, II, III, and IV include: communes and wards of the provinces of Quang Ninh, Dong Nai, and Tay Ninh.

Region III and IV include: communes and wards of the provinces of Tuyen Quang, Cao Bang, Dien Bien, Lai Chau, Son La, Lang Son, Ha Tinh, Quang Ngai, Gia Lai, and Dak Lak.

The provincial People’s Committee shall, based on the specific socio-economic conditions of each communal-level locality, select and decide to apply the regional minimum wage according to the region for the communal-level locality; ensuring that the minimum wage in the administrative unit at the grassroots level is not lower than the corresponding minimum wage level prescribed by the Government annually “, the draft Decree states.

The draft Decree also revokes the Appendix issued together with the Government’s Decree No. 74/2024 prescribing the regional minimum wage for laborers working under labor contracts.
