Mr. Huynh Tan Loc, Deputy Director of the Dong Nai Department of Construction, stated that through inspections regarding the handling of inspection results on the implementation of legal regulations pertaining to the management and usage of social housing in Bien Hoa city, several individuals have returned their social housing units when they no longer had a need for them.
Out of the 716 apartments in the social housing project in Quang Vinh ward, 310 units were found to be vacant, unused, or occupied by ineligible tenants.
Previously, inspections of four social housing projects in Bien Hoa city revealed that out of 914 cases inspected, 366 tenants reported absence despite prior notification, 26 units were occupied by ineligible tenants, and 17 units were vacant or in the process of being returned. This reduces the opportunities for truly eligible individuals to access social housing, contradicting the policy’s objectives and resulting in a waste of social housing resources.
Following the proposal for handling the situation by the Department of Construction, the People’s Committee of Dong Nai province has directed the departments, branches, and local governments to conduct inspections and impose disciplinary measures if there are cases of officers, civil servants, public employees, or armed forces members who are absent or uncooperative during the inspection process. Additionally, when officers, civil servants, public employees, armed forces members, or employees of agencies and units change jobs or leave their positions, they must report this to the Department of Construction, investors, and local authorities for review and handling in accordance with regulations.
The People’s Committee agreed with the proposal of the Department of Construction and assigned the department to coordinate with the departments, branches, local governments, and investors of social housing projects to establish a list of cases with no demand for social housing. They will then synthesize and advise the People’s Committee on handling and resolving these cases in accordance with regulations.
The Department of Construction is also assigned to coordinate with the Provincial Police, the Department of Home Affairs, the People’s Committee of Bien Hoa city, investors, and related units to specifically handle cases of violations, ineligible occupancy, or absence during inspections. Encouraging voluntary return of houses when there is no demand is recommended. In cases where individuals do not voluntarily return the houses, a synthesis and proposal will be submitted to the People’s Committee for consideration and handling, including addressing cases of policy exploitation and personal gain.
The Department of Construction is requested to report the results to the People’s Committee before May 24th.
