The Party Central Office has just issued a notice announcing the Conclusion of the Politburo and Secretariat meeting on May 3rd regarding the situation and progress of the organizational apparatus arrangement.

Accordingly, the Politburo and Secretariat assigned the Party Committees of the Government and the National Assembly to continue leading and directing the completion of the amendment and supplementation of the Constitution and relevant legal documents to effectively deploy the model of a two-level local government. Strictly implement the Politburo’s Conclusion on thoroughly delegating powers from the central level, ministries, and sectors to the provincial and communal levels; report to the Politburo and Secretariat on the concrete deployment of decentralization and delegation of powers to localities at the next meeting of the Politburo and Secretariat; and direct ministries and sectors to promptly guide the contents within their competence.
Strengthen coordination, inspection, and guidance for localities to achieve growth targets without hindering or obstructing socio-economic development.
The Party Committee of the Government was assigned to lead and direct the Party Committees of the Ministry of Home Affairs and the Ministry of Finance to coordinate with relevant agencies to urgently complete procedures and arrange funds to promptly pay regimes and policies on the arrangement of the organizational apparatus according to regulations.
“The Politburo and Secretariat assigned the Central Organization Commission to advise the Politburo on announcing the list of presiding officers according to Conclusion No. 150-KL/TW dated April 14, 2025, of the Politburo as a basis for Politburo and Secretariat members assigned to direct and advise the Standing Member of the Secretariat to preside over the meeting with the Standing Committees of Provincial and Municipal Party Committees to announce the Politburo and Secretariat’s policy on the expected key personnel of localities,” the document stated.
The Politburo and Secretariat requested that Politburo and Secretariat members, according to their assigned tasks, focus on leading and directing localities under the merger to implement the integration; unify principles, goals, and requirements to arrange and use officials, especially heads of agencies, units, and organizations at the provincial level, the team of officials under the management of the Provincial Party Committee Standing Committee, in accordance with regulations and the direction of the Politburo; arrange and use civil servants in branches, departments, and sectors; ensure the proper implementation of regimes and policies; create unity and consensus and limit complaints and concerns among officials and party members.
The Politburo and Secretariat agreed in principle to continue recruiting public employees to work in health facilities and teachers in primary and preschool education within the scope of the number of public employees assigned by competent authorities. The Ministry of Home Affairs was assigned to proactively review the overall needs for public employees in the education and health sectors in localities; guide, monitor, and inspect the implementation of recruitment to ensure compliance with regulations and the assigned scope of personnel right from the 2025-2026 school year.
The Politburo and Secretariat requested that Party committees, agencies, and units at the central level and provincial and municipal Party committees continue to lead and direct the organization of party congresses at the grassroots level, the level directly under the grassroots party organizations, and the preparation of party congresses at the provincial level, ensuring progress and requirements according to the Politburo’s Directive No. 45 (note to do well in building documents and personnel in merged and integrated places).
The Politburo and Secretariat requested to improve political and ideological work for civil servants, public employees, laborers, and employees in agencies and units; seriously and fully implement policies for civil servants, public employees, laborers, and employees affected by the arrangement process according to regulations.
Along with that, strengthen propaganda and mobilization of people, proactively handle arising issues. Seriously and effectively implement the contents of Resolution No. 57 of the Politburo, promote the application of technology, digital transformation, digitization of documents… to improve management efficiency, provide public services before, during, and after the arrangement. Focus on leading and directing the socio-economic development resolutely, ensuring the achievement of the set goals.
“Requiring Party committees and organizations to lead and direct the serious and effective implementation of Conclusion No. 148-KL/TW dated April 8, 2025, of the Politburo on the results of inspecting some key tasks in 2025 (focusing on synchronously implementing the tasks: arranging the organization; organizing party congresses at all levels; developing the economy; breaking through in science and technology; taking care of people’s lives) in the spirit of not delaying any work; accordingly, agencies, units, and localities shall promptly guide and resolve 986/1,047 remaining recommendations; 30/63 localities shall urgently implement the plan to deploy the contents concluded by the inspection delegations of the Politburo and Secretariat,” the document stated.
