Industrial Production Increases by Over 26%

According to the People’s Committee of Bac Giang province, in April 2025, the province’s industrial production continued to maintain a fairly high growth rate compared to the same period last year due to the large proportion and high growth rate of the electronics component manufacturing industry. The enterprises of the Hon Hai and Luxshare groups continued to maintain high production capacity, mainly in the electronics component manufacturing industry. The industrial production index (IIP) for the first four months increased by 26.75% compared to the same period.

The value of industrial production (current price) in the first four months reached VND 261,342 billion, up 26.35% over the same period, reaching 31.0% of the plan; of which, the state economic sector reached VND 1,732 billion, equal to 36.95% of the same period; the non-state economic sector reached VND 28,297 billion, up 22.62%; the foreign-invested economic sector reached VND 231,313 billion, up 29.17%.

In the context of global fluctuations, especially the trade policies of some countries and major partners are changing in a direction unfavorable to export activities, which greatly affects the production and business situation of enterprises, especially those with large export turnover. However, Bac Giang province’s import and export turnover has maintained a positive growth rate since the beginning of the year. Export turnover in the first four months reached US$ 13.9 billion, up 22.5% over the same period, accounting for 22.5% of the plan.

Domestic budget revenue in April reached VND 9,041 billion, up 49.1%, equivalent to 57.2% of the estimate. There were 11/16 revenue items higher than in the same period, such as revenue from land use fees reaching VND 3,170 billion, twice as much as in the same period; revenue from foreign-invested enterprises reached VND 2,812.3 billion, up 25.3%.

In the first four months of 2025, Bac Giang province attracted over US$ 877 million in investment, up 12.3% over the same period. Specifically, 24 new domestic investment projects were licensed with a total registered capital of VND 16,158.5 billion, 1.7 times higher than in the same period; 12 FDI projects with a total investment of US$ 65.4 million, equal to 51% of the same period; 12 domestic investment projects with additional capital of VND 303.3 billion, equal to 42.7% of the same period, and 31 FDI projects with a total additional capital of US$ 161.92 million, equal to 64.8% of the same period.

Supporting Businesses

Emphasizing the need to maintain and improve the Provincial Competitiveness Index (PCI), Mai Son, Vice Chairman of the Provincial People’s Committee, stated that in the coming time, sectors need to focus on supporting businesses by removing obstacles and creating favorable conditions for their development. He also stressed the importance of improving the efficiency of administrative procedures and providing public services to both individuals and enterprises. Sectors should proactively take the lead in implementing tasks to improve the business environment and enhance provincial competitiveness, with the basic completion before the province merger.

Regarding support for businesses in recruitment and labor promotion, sectors and units need to innovate labor promotion plans, diversify information propagation on social platforms, and increase propaganda duration on mass media.

Chairman of the Provincial People’s Committee, Nguyen Viet Oanh, requested that sectors, localities, and authorities review and propose solutions to strive to complete the socio-economic development targets and tasks for 2025 and the whole tenure.

According to Mr. Oanh, Bac Giang province should focus on improving the quality of the business and investment environment, attracting investment, and providing guidance and support to businesses to promote production and business activities. The province needs to expedite site clearance, complete investment and land procedures, and develop infrastructure in industrial parks and clusters to attract investment.

Sectors, authorities, and localities should accelerate the progress of site clearance, construction, and disbursement of public investment projects, regularly inspect the progress, and promptly remove obstacles in the implementation process. The Department of Agriculture and Environment is requested to guide farmers in taking care of lychees to ensure quality and meet the requirements and standards of export markets, as well as other types of fruit trees.

Sectors should continue to proactively coordinate with their counterparts in Bac Ninh province to review, survey, and evaluate the policies of the two provinces, and propose suitable implementation plans in line with the actual situation after the merger. It is necessary to enhance effectiveness and efficiency in management and administration, as well as strictly observe discipline and administrative regulations.

Bac Giang province should create favorable conditions for the successful organization of year-end exams and the national high school graduation exam for the 2024-2025 academic year. At the same time, the program to eliminate temporary and dilapidated houses for poor and near-poor households and to support families with meritorious services in repairing and building new houses should be accelerated, ensuring completion before June 30, 2025.

Mr. Oanh requested effective implementation of citizen reception and settlement of complaints and denunciations right from the grassroots level. Especially, focus should be placed on resolving cases involving a large number of people and complex issues to ensure social stability and promote socio-economic development.
