Recently, Prime Minister Pham Minh Chinh signed Official Dispatch No. 57/CD-TTg dated May 5, 2025 on the preparation for the organization of the groundbreaking and inauguration ceremonies of large-scale projects and the preparation for the exhibition of socio-economic achievements to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 – September 2, 2025).

Official Dispatch No. 57 clearly states that, following the positive results of the simultaneous groundbreaking and inauguration of 80 projects and programs in the three regions of the country on April 19, 2025, to celebrate the 50th anniversary of the liberation of the South and the reunification of the country (April 30, 2025), the Government plans to continue organizing the simultaneous online groundbreaking and inauguration of large-scale projects and programs nationwide (including direct and online connections to all projects and programs). The expected time is August 19, 2025.

The goal is for each unit to have a minimum of two projects that are ready for groundbreaking or inauguration, creating a practical impression to celebrate the 80th anniversary of the National Day.

The Ministry of Construction is assigned to take the lead in developing the overall script for the nationwide groundbreaking and inauguration ceremony, while coordinating with the Government Office, ministries, sectors, localities, Vietnam Television, Viettel Corporation, VNPT, and others to organize online connections between the sites, ensuring solemnity, economy, and timely and quality implementation.

The Vietnam Military Telecommunications and Post Corporation and Vietnam Post and Telecommunications Corporation are assigned to take the lead and coordinate with the Ministry of Construction, Vietnam Television, ministries, sectors, localities, and agencies (with projects to be inaugurated or started) to proactively prepare the necessary physical and technical conditions for online connections and electricity and water infrastructure.

Along with the inauguration activities, the Head of the Government also requested that ministries, sectors, and localities urgently develop a plan to display socio-economic development achievements at the Exhibition celebrating the 80th anniversary of the National Day, organized at the National Convention and Exhibition Center in Dong Anh District, Hanoi.
