New Regulations on Monthly Salary Rates for Domestic Consultants in Vietnam
The Ministry of Home Affairs has recently issued Circular No. 004/2025, which stipulates the salary levels of domestic consultants as a basis for determining bid package prices. Effective from July 1st, the circular sets out monthly salary rates for consultants who work a minimum of 26 days per month.
Specifically, Level 1 allows a maximum salary of VND 70 million per month for consultants who hold a bachelor’s degree, have a relevant field of expertise, and possess at least 15 years of experience.
Consultants can now earn up to VND 70 million per month.
This level also applies to consultants with a master’s degree or higher, relevant expertise in their consulting field, and a minimum of 8 years of experience; or consultants who serve as team leaders or are in charge of organizing and managing consulting bid packages.
Level 2 caps the salary at VND 55 million per month for consultants with a bachelor’s degree and 10 to under 15 years of experience, or a master’s degree or higher with 5 to under 8 years of experience in the consulting field.
Level 3 sets a maximum salary of VND 40 million per month for consultants with a bachelor’s degree and 5 to under 10 years of experience, or a master’s degree or higher with 3 to under 5 years of experience in the consulting field.
Level 4 allows a salary of up to VND 30 million per month for consultants with a bachelor’s degree and less than 5 years of experience, or a master’s degree or higher with less than 3 years of experience in the consulting field.
According to the circular, for large-scale and technically complex projects requiring consultants with highly specialized technical expertise, the investor or inviting bidder may report to the competent authority for consideration and decision on applying higher salary levels. However, the consultant’s salary may be a maximum of 1.5 times higher than the prescribed rates.
Weekly, daily, and hourly wages
The circular also specifies that weekly wages are applicable to consultants working a minimum of 6 days and are calculated based on the prescribed monthly rates, multiplied by 12 months and divided by 52 weeks. Daily wages, on the other hand, are for consultants working a full 8-hour day and are determined by dividing the monthly rate by 26 working days.
Hourly wages are applicable to consultants working less than 8 hours and are calculated by dividing the monthly rate by 26 working days and then by 8 hours. The circular clarifies that the prescribed salary levels for consultants include payment for holidays, Tet holidays, and fully paid leave days as stipulated in the Labor Code.
