Minister of Public Security, General Luong Tam Quang, has submitted a report to the 15th National Assembly’s 9th session on the results of Resolution 109/2023 regarding specialized supervision and questioning of security, order, and social safety.

The reporting period is from September 15, 2024, to April 14, 2025.

Proactively identifying new criminal methods and tactics

According to the report, the Ministry of Public Security has strengthened measures to prevent social order crimes, especially crimes related to “black credit” activities, human trafficking, and child abuse and violence.

The ministry has aggressively implemented solutions to achieve the goal of reducing social order crimes. They have focused on combating organized and transnational crimes, “black credit,” high-tech crimes, cybercrimes, human trafficking, and child abuse. These efforts have led to positive changes.

The force has also proactively identified new criminal methods and tactics used by various types of criminals. As a result, they have intensified propaganda efforts to create a “resistance” for collectives and individuals.

The public security forces have investigated and uncovered 24,021 social order crimes (with an investigation and discovery rate of over 75%); urgent investigations have been conducted for all very serious and especially serious cases.

They have dismantled 28 criminal gangs and initiated prosecutions in 896 cases involving 978 defendants related to “black credit”; discovered and handled 542 cases involving 628 offenders who harmed 564 children; and arrested, persuaded to turn themselves in, or eliminated 1,938 fugitives, including 814 dangerous and particularly dangerous subjects.

The Ministry of Public Security has also effectively implemented a campaign to attack and suppress human trafficking nationwide, focusing on the Vietnam-China, Vietnam-Laos, and Vietnam-Cambodia borders. They have developed a model for “Preventing Human Trafficking,” concentrating on localities where human trafficking, especially of children under 16, has been detected.

As a result, many human trafficking rings and groups have been dismantled, and the perpetrators have been promptly prosecuted and severely punished according to the law.

“During this period, 22 cases with 44 offenders who sold 50 victims were discovered nationwide,” said Minister Luong Tam Quang.

Blocking more than 17,000 illegal websites and social media accounts

Regarding drug crimes, Minister Luong Tam Quang stated that the force has resolutely conducted a comprehensive review and managed drug addicts. They have focused on resolving complex drug-related issues and formulated anti-drug policies, simultaneously reducing supply, demand, and drug harm. They have also cracked down on drug trafficking rings transporting large quantities and targeted complex drug hotspots along key routes and in critical areas, including border regions.

Statistics show that the force has detected 14,386 cases with 27,418 drug-related offenders, seizing over 258 kg of heroin, 2,801 kg and 1,744,497 synthetic drug tablets, and 1,443 kg of cannabis.

Especially, according to the Minister of Public Security, the industry has strengthened social prevention measures and propagated information about the methods and tricks used by high-tech criminals to raise people’s awareness and prevent them from committing crimes.

Advising the Government, the Prime Minister, and the National Assembly to direct ministries, sectors, and related agencies to improve state management in the fields of telecommunications, information technology, banking, and e-commerce. Collaborating with the National Cyber Security Association to research and apply technology to support the task of fighting high-tech crime.

Focusing on dismantling specialized cases to uncover the new plots, methods, and tricks of criminals committing fraud, appropriating property, gambling, multi-level marketing, virtual currency trading, foreign currency, and securities in cyberspace; buying and selling, appropriating personal data, taking over the control, and appropriating the property of individuals and businesses in cyberspace.

Reviewing and coordinating the blocking of over 17,000 websites and social media accounts related to illegal activities.

Additionally, the investigative security agencies at all levels have handled 83,498 cases with 128,070 defendants, including 48,642 newly initiated cases with 81,694 defendants.

In the past time, the Ministry of Public Security has proactively and accurately identified acts of corruption and negativity in sensitive fields that have caused public concern for a long time, strengthened the fight against wasteful acts.

In seven months, the competent authorities detected 512 cases with 1,057 people committing crimes of corruption and bribery; 2,847 cases with 4,822 individuals and one organization committing economic management order crimes. They investigated and handled 45 cases of smuggling, 1,411 cases of production, storage, transportation, and business of banned goods, 75 cases of production and business of counterfeit goods, and 110 cases of tax evasion.

327 cases with 404 individuals and seven organizations were detected for committing environmental and food safety crimes, including 48 cases of environmental pollution and 31 cases of food safety violations.
