President Ilham Aliyev warmly welcomed General Secretary To Lam, his spouse, and the Vietnamese high-level delegation to Azerbaijan on a state visit. This historic visit marks the first time a General Secretary of the Communist Party of Vietnam has visited Azerbaijan since the establishment of diplomatic relations between the two nations in 1992.
President Ilham Aliyev expressed his confidence that this visit will create a strong impetus to expand bilateral cooperation across all domains, benefiting the prosperity of both countries. Recalling his memorable visit to Vietnam in 2014, he spoke highly of Vietnam’s vibrant development, hospitality, and growing international stature. He congratulated Vietnam on its remarkable achievements and asserted that the country is on the right path to socio-economic progress.

General Secretary To Lam affirmed Vietnam’s appreciation for the traditional friendship and multifaceted cooperation with Azerbaijan, rooted in Chairman Ho Chi Minh’s visit to Azerbaijan in 1959 and further strengthened by reciprocal visits of high-ranking leaders. Vietnam considers Azerbaijan a crucial partner in the region and aspires to continuously develop bilateral relations. General Secretary To Lam expressed gratitude for Azerbaijan’s invaluable support during Vietnam’s struggle for national liberation and unification, as well as in today’s endeavor for national construction and progress.
Both sides rejoiced in the significant achievements of Vietnam-Azerbaijan relations over the past 30 years of diplomatic ties. The political-diplomatic relationship has been maintained and fortified, and bilateral cooperation in the energy sector has been promoted. There is still ample potential and opportunity to enhance collaboration in defense, security, trade, investment, education, and training.

To further tap into this potential and navigate global challenges, General Secretary To Lam proposed five solutions to catalyze substantive, effective, and comprehensive cooperation between the two nations.
Firstly, both sides should enhance the coordinating role of the Intergovernmental Commission on Economic, Trade, and Scientific-Technical Cooperation. This will pave the way for collaboration in new fields such as processing industry, mechanics, and chemicals, as well as boost energy and oil and gas cooperation.
Secondly, there should be increased information exchange, investment opportunities, and human resource development. Additionally, both sides should explore cooperation in clean and renewable energy sectors. Businesses from both countries are encouraged to strengthen connections, exchange information, and promote investment in each other’s markets. They should also facilitate investment in agriculture and promptly sign agreements on investment encouragement and protection, leveraging their strengths in maritime and railway transportation.
Thirdly, local cooperation should be intensified. President Aliyev affirmed that he would provide specific instructions to promote multifaceted relations, especially in economics, trade, and investment. Given Azerbaijan’s geographical advantages, the country aspires to collaborate with Vietnam in logistics, seaports, railways, aviation, and renewable energy. President Ilham Aliyev expressed his desire to attract Vietnamese businesses to Azerbaijan and pledged to create favorable conditions for their operations and investments.
Delighted by the positive developments in bilateral relations, the two leaders agreed to strengthen high-level engagements and exchanges between ministries, sectors, and localities, solidifying political trust. They will also effectively implement the Cooperation Agreement between the Communist Party of Vietnam and the New Azerbaijan Party (NAP), chaired by President Ilham Aliyev, through delegation exchanges, information sharing, and coordination at multilateral forums for political parties.
The leaders also discussed and agreed on comprehensive measures to boost bilateral relations in economics, trade, energy, defense, security, education, culture, and people-to-people exchanges.
General Secretary To Lam and President Ilham Aliyev emphasized the historical significance of adopting a Joint Statement on establishing a Vietnam-Azerbaijan Strategic Partnership during this visit. This will serve as a foundation to reinforce and enhance relations in the future, allowing both countries to leverage their strengths and embark on a new era of development, benefiting their people and contributing to peace, stability, and progress in the region and beyond.
On international and regional issues of mutual interest, the two leaders agreed to continue coordinating at multilateral forums, especially the United Nations, the Non-Aligned Movement, and the CICA. Vietnam affirmed its readiness to act as a bridge for Azerbaijan to enhance cooperation with Southeast Asian countries, while Azerbaijan will facilitate Vietnam’s collaboration with Central Asian nations.
Both sides underlined the importance of peacefully resolving disagreements and differences based on international law and the United Nations Charter. They also reaffirmed their support for ASEAN’s stance on the South China Sea issue, in accordance with international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
Following the talks, General Secretary To Lam and President Ilham Aliyev witnessed the signing and adoption of cooperation documents and the Joint Statement on establishing a Vietnam-Azerbaijan Strategic Partnership, marking a comprehensive and fruitful outcome of the visit.
