The Ministry of Home Affairs has submitted to the Government the plan for the rearrangement of administrative units at the communal level in Dong Nai province following its merger with Binh Phuoc province. Accordingly, after the rearrangement, Dong Nai province will have 95 communal-level administrative units, including 88 new ones and 7 remaining unchanged.

Specifically, the seven unchanged communal-level units comprise five wards and communes of the new Dong Nai province: Tam Phuoc and Phuoc Tan wards (Bien Hoa city), Thanh Son commune (Dinh Quan district), Dak Lua commune (Tan Phu district), and Phu Ly commune (Vinh Cuu district). These units meet the two criteria of natural area and population scale as per the National Assembly’s Resolution on the standards and classification of administrative units.
For the 88 new communal-level administrative units, the People’s Committees of Dong Nai and Binh Phuoc provinces have formulated 88 rearrangement plans to establish these new units.
Dong Nai province has devised 50 plans, while Binh Phuoc province has come up with 38 plans. After the rearrangement, the new Dong Nai province is expected to have 95 communal-level administrative units, including 23 wards and 72 communes, a reduction of 175 units compared to the pre-merger figure (a 64.81% achievement).
The provinces of Dong Nai and Binh Phuoc have meticulously prepared the plans for the rearrangement of communal-level administrative units, seeking feedback from the people and obtaining approvals from the People’s Councils at various levels as stipulated.
The feedback collection process witnessed an overwhelming show of support from the voters, with an average approval rate of over 94% in Dong Nai and more than 96% in Binh Phuoc province, calculated relative to the total number of voters representing households.
Following a thorough evaluation, the Ministry of Home Affairs concluded that 86 out of 88 units met the criteria for natural area and population scale post-rearrangement. The remaining two units fell short of the population scale criterion but could not be merged with adjacent administrative units. Thus, the Ministry agreed with the localities’ proposal for submission to the Government.
Post-merger, Dong Nai province spans an area of 12,737.2 square kilometers and is home to approximately 4.2 million people. With this population figure, Dong Nai ranks third in Vietnam, after Ho Chi Minh City and Hanoi.
