On May 11, Prime Minister Pham Minh Chinh, head of the Central Steering Committee for Eliminating Temporary and Dilapidated Housing across the country, chaired the Committee’s fourth meeting to evaluate the program’s progress and discuss future tasks.

During the meeting, the Prime Minister emphasized the program’s unwavering goal and asserted the determination to ensure that “no one is left living in temporary or dilapidated housing. We will only move forward and never retreat”. The completion deadline has been brought forward to October 31, 2025, two months earlier than initially planned. Support for housing for families of fallen soldiers must be completed by July 27, and for revolutionary contributors by September 2.
The head of the government underscored the spirit of engaging the entire population and harnessing their strength, following the principle of “everyone contributes what they can, and every household shares a part”, and “those who have more help those who have less”. He called for the involvement of all forces in the locality, including the military, police, political-social organizations, unions, and community residents.
“The people make history, and strength comes from the people”, said the Prime Minister, urging leaders of ministries, sectors, and localities to “speak and act truthfully, effectively, and ensure that the people truly benefit”.
He emphasized the need to strengthen inspection and supervision of policy implementation to prevent profiteering and wastefulness. Violations and delays will be strictly handled, and exemplary localities will be commended. The Prime Minister instructed to “immediately report and propose solutions for matters beyond their authority”, proactively resolve arising difficulties, closely monitor the situation, and respond with timely policies.
The Ministry of Ethnic Affairs and Religious Affairs is tasked with closely monitoring the progress and requiring localities to finalize their implementation plans by the October 31, 2025, deadline, providing daily updates. The Ministry will also chair online meetings with localities facing obstacles to provide timely solutions.
The Ministry of Finance has been assigned to submit to the Government the allocation of support funds from the source of mobilization and 5% savings from regular expenses for 2024, to be completed before May 20, 2025. Simultaneously, they will coordinate with the Vietnam Fatherland Front to allocate the “For the Poor” Fund and the “Whole Country Joins Hands to Eliminate Temporary and Dilapidated Housing” Fund to localities.
Regarding revolutionary contributors, the Prime Minister suggested that localities temporarily use their budget funds to provide support, ensuring the accuracy of the number of beneficiaries and approved funding, while awaiting the official decision of the National Assembly Standing Committee.
The Ministry of Construction is responsible for proposing adjustments to the housing support levels to make them more appropriate, completing this task within May 2025. They will also coordinate with other ministries to accelerate the progress of the sustainable poverty reduction program related to housing. The State Bank is requested to instruct credit institutions to support the transfer of funds to localities.
Additionally, media agencies are tasked with continuing to promote the program through a series of articles and special reports, contributing to generating momentum, consensus, and practical actions within society.
The Prime Minister instructed localities to review and reorganize the Steering Committees at all levels according to the new government model and immediately implement the program once funding is available. He emphasized the importance of identifying the right beneficiaries, with localities taking responsibility before the Prime Minister and the law for the accuracy of the data.
Localities that have achieved the target should continue to review and supplement, while those that have not must accelerate their progress to ensure nationwide completion by October 31, 2025.
“Eliminating temporary and dilapidated housing is a meaningful, challenging, yet honorable task. It is a mission of the heart, conscience, and responsibility to the community”, the Prime Minister emphasized. He called upon the entire political system, businesses, and people to join with “high determination, speed, and boldness”. He urged “special timing, special spirit, and special efforts to achieve special results”, aiming for a decisive victory in implementing the program.
