Earlier, in the afternoon of May 8, Deputy Prime Minister Tran Hong Ha chaired a meeting of the Task Force on implementing the investment in the road connecting Gia Binh Airport to Hanoi and the construction of a logistics center in the airport area.
According to the report by the Ministry of Public Security, the construction of Gia Binh Airport in Bac Ninh province commenced in December 2024. It is a specialized airport with a 3C grade, serving the training and combat readiness missions of the People’s Public Security Air Force, as well as providing backup for the Air Defense and Air Force and local ports and airports in emergency situations. It is also designated to ensure the operation of special flights for Party and State leaders and international dignitaries, while accommodating cargo and passenger transportation upon request and meeting the necessary conditions.

Subsequently, the Ministry of Construction adjusted the planning for Gia Binh International Airport for the period of 2021-2030, with a vision towards 2050. Based on this, the Ministry of Public Security proposed adjusting the investment policy for Gia Binh Airport, which was originally intended for security and defense purposes, to become a 4E-class international airport for joint civil, security, and defense use. The goal is to alleviate the burden on Noi Bai International Airport in terms of cargo and passenger transportation, meeting the socio-economic development requirements while ensuring national defense and security.
According to reports from Hanoi and Bac Ninh province, the road connecting Gia Binh Airport to Hanoi will be approximately 45.6 km long, with a 14 km section passing through Hanoi and a 31.6 km section in Bac Ninh. The road will have a cross-section of 120 m, equivalent to 10 lanes, and the total investment is estimated at VND 40,300 billion. The total land area required for clearance is expected to be about 585.5 ha.

Hanoi and Bac Ninh proposed dividing the project into two sub-projects corresponding to the sections of the road passing through their respective jurisdictions. The investment will be carried out through a public-private partnership (PPP) with a build-transfer (BT) contract.
After listening to the reports and opinions, Prime Minister Pham Minh Chinh applauded the proactive proposal of the Ministry of Public Security, noting that the meeting’s participants unanimously agreed on the policy to upgrade Gia Binh Airport from 3C to 4E and shift its primary purpose from security and defense to dual-use, serving both national defense and security and civil and economic development. He also supported the construction of a logistics center in the airport area.

The participants also agreed with the proposal to shift from public investment to public-private cooperation in the construction of Gia Binh Airport, in line with Resolution 68 of the Politburo on private economic development. The authorities will select reputable investors to implement the public-private partnership, ensuring national interests and preventing negative incidents such as corruption, wastefulness, and misconduct. They will adhere to existing laws and, if necessary, propose special mechanisms and policies to expedite the project, reporting to competent authorities for approval.
The representatives of the agencies affirmed that it is entirely possible to ensure air traffic safety in the operation of airports in the region. Regarding the road connecting Gia Binh Airport to Hanoi, Bac Ninh province and Hanoi will implement the respective sections under their jurisdiction.

The Prime Minister emphasized that the construction of Gia Binh Airport as a 4E-class dual-use airport will supplement and support the overloaded Noi Bai Airport, which has limited room for expansion. Along with the road connecting it to Hanoi, the airport will be built to world-class standards, featuring modernity and synchronization, contributing to decongesting traffic, enhancing the landscape, and adding a new highlight to Hanoi, Bac Ninh, and the country’s stature in the new era.
Highlighting the significance of these projects, the Prime Minister directed the Ministry of Public Security, Hanoi, Bac Ninh, and relevant agencies to exert efforts to complete the projects in time for the APEC 2027 events. He assigned the agencies to urgently develop a draft for submission to the competent authorities regarding this matter.

There are now 3,321 commune-level administrative units, consisting of 2,636 communes, 672 wards, and 13 special districts. This new structure has led to a significant reduction of 6,714 units compared to the pre-transformation era, achieving an impressive decrease of 66.91%.
