On May 11th, representatives of the Hoang Mai District People’s Committee provided an update on the Tam Trinh Road Expansion Project. The district is expediting compensation and land clearance, and any unreasonable demands for compensation will be handled according to legal regulations.

The Tam Trinh Road Expansion Project is a large-scale endeavor, with a total land area of over 54,000 square meters, affecting approximately 1,590 households and 20 organizations.

According to the Hoang Mai district authorities, there have been several objective challenges, including inconsistencies in compensation policies along the route, with price variations for the same locations. The Tam Trinh Road project is the first to implement compensation and clearance policies, and many issues lack clear guidelines.

For instance, determining the origin of land that was originally agricultural and allocated to households for services by the Thanh Mai Cooperative (in Hoang Van Thu ward) is complex. These households have since converted the land for residential use. Applying agricultural land prices for compensation would result in very low amounts, and these households would not be eligible for resettlement housing. As the 2024 Land Law does not specify compensation for this type of land, the Hoang Mai district plans to apply commercial-service land prices, which is beyond their authority.

However, according to regulations, commercial-service land prices must be specifically approved. This requires either a market transaction investigation of commercial-service land in the area or a comparison with state-allocated commercial-service land prices in the region. As there are currently no transactions or allocations of commercial-service land for households, the appraisal unit cannot determine a price for the appraisal certificate, leading to a delay in approving the compensation plan.

The Hoang Mai District People’s Committee added that Yen So ward is currently publicly posting notices for 30 days for 64 households, 8 of which have requested to receive compensation. The decision approval (valued at VND 70.2 billion) is expected to be made next week. For the remaining 52 households, the approval process, amounting to approximately VND 400 billion, is expected to be completed by the end of May. “In this new phase, we are publicly posting notices for 48 cases, 15 of which will participate in a lottery draw for resettlement next week,” the district representative informed.

In Mai Dong ward, the land acquisition area is approximately 20,000 square meters, affecting 163 households and 12 organizations. For the 12 organizations (covering about 4,729.4 square meters), the compensation plan has been approved. 11 out of 12 organizations have received compensation and handed over the site (3 organizations have not yet demolished their structures).

Regarding the 163 households: The compensation plan has been approved for 75 households (50 have received compensation, with 31 having demolished their structures and 19 yet to do so; 25 households have not received compensation). The compensation plan has not been approved for 88 households.

In Hoang Van Thu ward, the land acquisition area is approximately 27,500.5 square meters, involving 206 households and 6 organizations. The investor has approved the compensation plan for 6,353.8 square meters, and all 6 organizations have received compensation and handed over the site.

For the 206 households: The compensation plan has been approved for 29 households. The plan has not been approved for 177 households (including 112 households that were allocated land by the Thanh Mai Agricultural Cooperative) as the Ward People’s Committee is in the process of confirming the land origin according to the 2024 Land Law.

The Tam Trinh Road Expansion Project, with a length of 3.5 km, passes through three wards: Mai Dong, Hoang Van Thu, and Yen So in Hoang Mai District, Hanoi, connecting Minh Khai Street (Ring Road 2) and Do Muoi Street (Ring Road 3). The deadline for completing the site clearance of this project has been adjusted four times: September 30, 2024; December 31, 2024; March 31, 2025; and most recently, April 30, 2025.
