In a recent interview with Tien Phong, Mr. Tran Xuan Duong, Vice Chairman of the People’s Committee of Ha Nam Province, revealed that the provincial authorities have issued a decision to ban Cong Ty CP Tap Doan C.4. from participating in bidding activities within the province.

The decision prohibits the company from bidding on construction investment projects utilizing public investment funds organized by provincial agencies, branches, and local governments, including districts, towns, cities, communes, wards, and townships.

This ban was imposed due to the company’s submission of forged documents during the bidding process for Package 11 of the investment project for the construction and completion of roads N1 and D1 in Nam Cao University Town. Such actions constitute a violation of Point a, Clause 4, Article 16 of the 2023 Bidding Law.

The ban will be in effect for four years, starting from the date the decision on the prohibition of bidding participation comes into force.

According to Mr. Duong, Ha Nam Province previously organized a bidding process for Package 11, involving construction installation for the investment project for the construction and completion of roads N1 and D1 in Nam Cao University Town.

The winning bid for the project was over VND 430 billion, a 12% reduction from the estimated cost of VND 490 billion. The contract stipulated a completion time frame of 660 days. In late March, the investor collaborated with Ha Nam Province to commence the project.

“However, during the review of the contractor’s qualifications, irregularities were discovered, leading to the cancellation of the winning bid. Consequently, the company has been prohibited from participating in any bidding packages utilizing public investment funds organized by state agencies in Ha Nam Province,” Mr. Duong added.
