In provinces and cities with significant FDI presence, local governments have been seeking solutions to balance the supply of high-quality human resources to meet the demands of these businesses.
Take Hai Phong as an example. By 2025, the city is expected to require an additional 82,700 workers with college and university degrees in fields like logistics, information technology, engineering, and electricity. This number is projected to increase to 127,800 by 2030.
However, for many years, there has been a constant shortage of human resources for FDI enterprises in this port city, especially when it comes to high-quality talent.
To address this issue, Hai Phong has been actively connecting universities with businesses in training cooperation to build a high-quality workforce that meets the development needs of the locality.
Recently, the Management Board of Hai Phong Economic Zone coordinated with Hanoi University of Technology to organize a training connection program to provide human resources for enterprises in industrial parks and economic zones in the city.
Mr. Luu Thanh Tan, Principal of Hai Phong Economic College, shared that the school has signed a cooperation agreement with LG Electronics Vietnam Hai Phong Company Limited. This opens up opportunities for hundreds of students to intern and access world-leading electronic production technologies. It helps the school attract more students, develop key industries, and closely follow the practical needs of enterprises.
In Bac Ninh province, educational institutions have also developed training programs to provide the best and most suitable human resources for FDI enterprises in the province for many years.
According to Professor Dr. Nguyen Tien Dong, Principal of Ly Thai To College, the school has implemented a “1+1+1” parallel training model. Under this model, students study for one year at the school to acquire basic knowledge, one year at the enterprise’s training center to access practical technologies, and the final year directly experiencing the job at the enterprise.
For instance, Ly Thai To College has cooperated with Goertek Vina Company – a large electronics manufacturing company with over 5,000 employees in Bac Ninh – to implement this model. From 2022 to the present, more than 300 students have participated, and 95% of them have been employed immediately after graduation.
According to Professor Dr. Nguyen Tien Dong, for this model to succeed, the school must closely collaborate with enterprises from the curriculum-building stage. However, in reality, only about 30% of vocational education institutions in Vietnam cooperate substantively with enterprises, while the rest is still formal, leading to enterprises having to retrain 40-50% of newly recruited laborers.
To support training institutions in providing better practical training for students, FDI enterprises have also proactively implemented many cooperation programs with universities to build practice centers with modern equipment.
A representative of Panasonic (Japan) shared that the company has implemented a strategic cooperation chain with leading universities such as Ho Chi Minh City University of Technology, Can Tho University, and Hanoi University of Construction… to build a practical training ecosystem for students in the electrical and refrigeration sector.
Most recently, the company handed over the HVAC Solutions Center to the Ho Chi Minh City University of Industry. The center is expected to become a platform for in-depth practice and research on comprehensive air solutions, training high-quality engineers to meet the requirements of industrialization and sustainable infrastructure development in Vietnam.

With an industrial model and modern equipment provided by the enterprise, the center offers a practical and experiential learning environment, helping thousands of students access advanced technology right in the classroom, bridging the gap between theory and practical application in the HVAC field – one of the key industries of future infrastructure.
Associate Professor Dr. Dam Sao Mai, Vice Rector of Ho Chi Minh City University of Industry, shared: “The companionship of FDI enterprises in bringing the HVAC Solutions Center is a breakthrough in investing in facilities, bringing industrial equipment into teaching and research.
