According to a document from the Vietnam Road Administration, from May 9 to May 11, heavy rains occurred in the Eastern South Central region, affecting road transport. Several roads in the area were flooded, and Hoa Binh Bridge, a local road in Chau Thanh district, Tay Ninh province, experienced road subsidence at the bridgehead.

To promptly prevent, mitigate, and recover from the impacts of natural disasters on road infrastructure, the Vietnam Road Administration requested Road Management Area IV and Tay Ninh Department of Construction to base themselves on the Law on Natural Disaster Prevention and Control, the Law on Roads, Circular No. 40/2024/TT-BGTVT dated November 15, 2024, of the Ministry of Transport (now the Ministry of Construction), and other relevant legal documents to promptly deploy and inspect the status of road infrastructure within their management scope.
In addition, the Administration requested related units to promptly repair damage caused by natural disasters to ensure smooth and safe traffic; inspect and urge BOT investors to manage, operate, and exploit national highways to perform the work of preventing, controlling, and overcoming the consequences of natural disasters for the work during the project contract period. In the implementation process, if it exceeds the authority, promptly report to the competent authority for consideration and resolution.
The Vietnam Road Administration also requested the Tay Ninh Department of Construction to guide or advise the Tay Ninh People’s Committee to direct the district-level People’s Committees, related agencies, and units to repair the damage of Hoa Binh Bridge in Chau Thanh district to ensure smooth and safe traffic.
Earlier, in Tay Ninh, there was a subsidence of the approach road to Hoa Binh Bridge (Chau Thanh district), injuring five people and damaging three vehicles.
According to a report from the Tay Ninh provincial authorities, at around 4:30 am on December 4, the approach road at pier B of Hoa Binh Bridge (Hòa Bình market side, belonging to the district road 7) suddenly subsided with a length of about 35-40m and a depth of about 3m. At that time, seven people were traveling on the bridge in one car and two motorbikes.
This incident injured five people, who were taken to Tay Ninh General Hospital for first aid (the other two were the car driver and a motorbike driver who were not injured).

Hoa Binh Bridge connects Hoa Hoi and Hoa Thanh communes. At the time of the accident, the project had not yet been accepted, handed over, and put into use.
According to the People’s Committee of Chau Thanh district, the initial cause may be due to the sliding of a local mud pocket under the road foundation, causing subsidence of the foundation and road surface.
After the incident, the local authorities organized traffic diversion to ensure safe traffic. The authorities visited and supported the injured victims.
According to the Tay Ninh Department of Construction, the unit is coordinating with the People’s Committee of Chau Thanh district, the Investment Project Management Board, the design, construction, supervision, and independent consulting units to determine the cause and propose solutions.
In June 2024, the Hoa Binh Bridge was started with a total investment of over VND 37 billion from the provincial and district budgets. The Chau Thanh District Project Management Board is the investor.
Hoa Binh Bridge has a total designed length of 450m. The permanent part of the bridge is made of reinforced concrete with a length of 39.3m (to the back of the pier wall) and a width of 12m. The approach roads have a total length of 410.7m on both sides of the bridge and a width of 12m. The bridge and road surfaces are paved with hot mix asphalt concrete.
It is expected to be completed and put into use in June 2025. The construction time is 360 days (from June 10, 2024, to June 5, 2025), but on April 22, the bridge was officially handed over and put into use 1.5 months earlier than expected.
