Prime Minister Pham Minh Chinh hailed the simultaneous groundbreaking ceremonies of the Ninh Binh-Hai Phong expressway project and Hung Phu Industrial Park project in Thai Binh province as a new milestone in the province’s industrialization, modernization, and socio-economic development journey.

The Ninh Binh-Hai Phong expressway (CT.08) is a strategic transportation corridor with a total length of 117 km, connecting provinces in the Northern Coastal region of Vietnam. This expressway plays a crucial role in linking the southern Red River Delta and North-Central regions with the Lach Huyen international gateway port in Hai Phong, as well as other coastal provinces in the Red River Delta. It also provides access to Cat Bi and Van Don international airports and seaports, enhancing connectivity within the region and between the Northern Coastal provinces.
While the sections passing through Ninh Binh and Hai Phong are already under construction, the segment traversing Nam Dinh and Thai Binh provinces is set to be built under a public-private partnership (PPP) model with a total investment of nearly VND 20,000 billion (including loan interest). At the groundbreaking ceremony, Vu Van Tien, Chairman of Geleximco, the main investor in both projects, emphasized the strategic location of Hung Phu Industrial Park, which spans over 200 hectares and boasts a total investment of nearly VND 2,000 billion. The park is situated in the Thai Binh Economic Zone, offering convenient access to the Hanoi-Hai Phong-Quang Ninh triangle and neighboring provinces through the Ninh Binh-Hai Phong expressway and the coastal road from Quang Ninh to Thanh Hoa.

As the first expressway project in Thai Binh province, the Ninh Binh-Hai Phong expressway holds significant importance for the province and the region. It is also the first expressway project where the Thai Binh People’s Committee serves as the authorized agency, with Geleximco and its partners as investors. This project is expected to catalyze the province’s economic growth and attract more investors to the Hung Phu Industrial Park.
The Hung Phu Industrial Park is envisioned to become an industrial hub, attracting investors and contributing to the provincial budget while creating job opportunities for thousands of workers, improving their livelihoods, and promoting socio-economic development in the region. Thai Binh province has been actively implementing the Party and Government’s guidelines and policies, focusing on developing a synchronized and modern transportation network to facilitate the establishment of industrial parks and attract investments.
From 2021 to the present, Thai Binh has completed the construction, upgrading, and expansion of 1,182 km of roads at four levels, bringing the total road length in the province to over 9,300 km. This includes 151 km of national highways with four routes and 25 bridges, as well as 340 km of provincial roads with 34 routes and 102 bridges. In the 2020-2025 term, the province established four new industrial parks (Lien Ha Thai, Hai Long, VSIP, and Hung Phu), covering a total area of 1,427 hectares, bringing the total number of industrial parks in the province to 11 with a combined area of 2,768 hectares.
Thai Binh has made remarkable economic strides, with an average annual growth rate of 14.3% in industrial production and 8.36% in GRDP during the 2020-2025 period. The province aims to expedite the construction of the Ninh Binh-Hai Phong expressway, targeting to complete it six months ahead of schedule in 2026.
Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized the significance of these projects for Thai Binh province and the region, marking a celebratory event in commemoration of the 135th birthday of President Ho Chi Minh. He recalled his initial working session with the provinces of Hai Phong, Thai Binh, Nam Dinh, and Ninh Binh, where he identified transportation connectivity as a crucial factor for their development.
The Prime Minister acknowledged Thai Binh’s rich history, culture, and contributions to the country’s struggle for independence and unification. While the province has made notable efforts in agricultural development, it has yet to fully realize its industrial potential. To foster industrial growth, investing in road infrastructure is imperative, and the Ninh Binh-Hai Phong expressway will serve as a vital catalyst in this regard.

The Prime Minister also highlighted the importance of the expressway project in implementing the Party’s policies on infrastructure development as one of the three strategic breakthroughs. It will boost regional connectivity, drive the development of industrial parks, attract investments, efficiently utilize land resources, reduce travel time and logistics costs, and facilitate the shift from agriculture to industry and services. Additionally, the project will enhance national defense and security, and contribute to the success of the public-private partnership model in infrastructure development.

With a substantial total investment and a long concession period, the Ninh Binh-Hai Phong expressway project faced numerous challenges during its preparation. Various government agencies worked diligently to address issues related to policies, planning, project establishment, adjustment, approval, investor selection, and capital arrangement. The Prime Minister took the opportunity to propose revisions to relevant regulations, suggesting a simpler and more efficient approach that saves time and effort for businesses and citizens.
On behalf of the Government, the Prime Minister commended the Thai Binh provincial authorities, investors, and relevant ministries for their determination, efforts, and decisive actions in making these projects a reality. He also expressed gratitude to the people of Thai Binh for their willingness to relocate and sacrifice their land for the greater benefit of these important projects.
Regarding the expressway project, the Prime Minister requested Thai Binh province to promptly finalize the necessary procedures while ensuring technical measures to address weak soil conditions. He also emphasized the importance of securing sufficient sand and construction materials, maintaining project progress and quality, preventing corruption and negative phenomena, and ensuring technical, aesthetic, safety, and environmental standards. Additionally, he urged attention to the well-being of those affected by the project.
For the Hung Phu Industrial Park project, the Prime Minister praised the successful implementation of the “public leadership – private management” model and encouraged further enhancement of smart management practices to attract high-tech and environmentally friendly projects.
The Prime Minister emphasized that the groundbreaking ceremony marked just the beginning, and he provided instructions for the next steps. He urged investors and contractors to uphold their commitments and mobilize maximum resources, including machinery and personnel, to expedite construction. He also advised working in shifts, around the clock if necessary, to ensure timely completion.
The Prime Minister requested relevant ministries and agencies to streamline administrative procedures and proactively address any difficulties and obstacles within their authority. He also instructed the Thai Binh provincial leadership to closely monitor the projects, regularly inspect the construction sites, and promptly resolve any issues that may arise, ensuring that investors and workers do not feel alone in their endeavors.
Additionally, the Prime Minister advised Thai Binh province to focus on sea reclamation for development, while coordinating with Nam Dinh, Ninh Binh, and Hai Phong provinces to maximize the benefits of this vital expressway. He also emphasized the importance of drawing on the experiences from previous expressway projects across the country, aiming to shorten the construction period by at least six months and striving for completion by 2026.
