The People’s Committee of Hue City has issued Notification No. 169/TB-UBND regarding land retrieval for the Hue Golf Course Complex project in Thuy Duong ward, Huong Thuy town. This decisive action is part of a plan to resolve long-delayed projects.

According to the notification, Thien An Joint Stock Company, the project investor, is granted a 24-month extension from the project termination date (April 18, 2025, to April 18, 2027) to handle assets attached to the land as per Government Decree No. 102/2024/ND-CP. If the company fails to complete the process within this timeframe, the state will retrieve the land without compensating for either the land or the assets.

The Hue Golf Course project, spanning over 78 hectares with a total investment of up to VND 1,885 billion, was expected to become a prominent tourism and resort destination south of the city. Granted a license in 2007 and having undergone three investment certificate adjustments, the project has yet to complete its international-standard 18-hole golf course, central club, and resort villas after nearly two decades.

DELAYED PROJECTS ACROSS THE CITY

The situation is not unique to the Thuy Duong golf course project. Several other ventures in Hue City have experienced similar delays, including those that have been under construction for decades without completion.

One example is the Voi Suoi Tourism Area project, invested in by Hoa Lu – Hue Trading Services and Investment Joint Stock Company. Spanning almost 52 hectares with an investment of over VND 1,000 billion, the project was expected to operate in 2021. However, after initial construction, it has been left idle for years. The city’s Economic and Industrial Zone Management Board is conducting a review to report to the People’s Committee and request the project’s retrieval in the second quarter of 2025.

The Lang Co Bay area, a premier tourism destination in Hue, also has abandoned resort real estate projects.

The “Huyen Thoai Dia Trung Hai” Resort project, invested in by Vinacoland Construction and Housing Development Corporation, was launched in 2016, covering nearly seven hectares with a capital of over VND 600 billion. After an initially smooth implementation, the project has come to a standstill, even though some parts of the infrastructure have been completed.

Similarly, the Minh Vien Lang Co International Resort project, envisioned as the largest resort complex in the region, has been abandoned. Started in 2018 with an area of 102 hectares and an investment of approximately USD 368 million (over VND 9,000 billion), the project was scheduled to operate in the first quarter of 2024. However, after completing a few rows of houses and initial equipment installation, construction halted, and the site has deteriorated over time.

DETERMINED ACTION TO RECLAIM RESOURCES FOR DEVELOPMENT

Facing these challenges, Mr. Nguyen Van Phuong, Chairman of the Hue City People’s Committee, has directed a thorough review and resolute handling of delayed projects. Relevant authorities are tasked with coordinating to untangle procedural bottlenecks, expedite land clearance, and address compensation, support, and resettlement issues to accelerate key projects.

The city is also expediting the completion of legal documents, evaluating investors’ capabilities, and making decisions to continue, adjust, or retrieve projects in accordance with legal regulations.

Taking firm action against stalled projects aims not only to release land and resources but also to demonstrate the government’s commitment to fostering a serious, efficient, and transparent investment environment. These efforts are integral to promoting sustainable socio-economic development in Hue City.
