The Huyen Doi – Hoc Cam road is located south of Chau O town and is under the management of Binh Son District People’s Committee (in Quang Ngai province). The project was approved for investment in late October 2019, with an initial total investment of VND 45 billion, later adjusted to over VND 34 billion. The construction was scheduled to take place from 2019 to 2023.

The project is managed by the Binh Son District Construction Investment Project Management Board, with funding entirely from the district budget. The road is 507 meters long, designed for a speed of 50 km/h, and features two spacious lanes, complete with sidewalks, medians, greenery, lighting, and drainage systems.

The project aims to materialize the expansion plan of Chau O town, modernize urban transport infrastructure, develop the land along the route, boost socio-economic development, and improve the lives of the local populace.

In mid-2023, the project was completed. However, in a bizarre turn of events, the road, which cost over VND 34 billion in investment, abruptly ends in the middle of a rice field. Specifically, while it connects to National Highway 1A at one end, it extends westward and suddenly terminates in the middle of a paddy field that is still being cultivated by locals.

Ms. N.T.L., a resident of Binh Long commune in Binh Son district, shared: “There have been speculations that the district invested in this road to attract investors for residential projects. However, no such projects have materialized over the years. The road is well-built and spacious, but it remains devoid of any traffic.”

In recent times, locals have been utilizing the unused 500-meter-long road as a convenient space for drying rice, chili peppers, peanuts, and other agricultural produce.

According to the project owner, the Huyen Doi – Hoc Cam road was constructed to effectively utilize the land resources, contribute to the local economy, and facilitate social development. The road was intended to provide basic infrastructure to attract investors more easily. However, by the time the road was completed, related plans had not been approved, hindering investment promotion.

“Recently, the provincial authorities approved the land use plan and the 1/500 scale plan for the area. We are collaborating with relevant units to invite enterprises to develop the Tay Nam Chau O Urban Area project to make the most of this road,” the representative added.
