Immediately following the issuance of Inspection Conclusion No. 138 by the Government Inspectorate, the Chairman of the People’s Committee of Can Tho City issued a plan to implement the inspection conclusion, requesting urgent rectification from departments, industries, and localities.

According to the plan, departments, industries, and People’s Committees of the city’s districts and counties are required to promptly review and rectify any violations in the approval and adjustment of planning documents that are inconsistent with the master plan and subdivision plans approved by the Prime Minister.
The Department of Construction is assigned to take the lead in reviewing urban planning and handling or proposing handling measures for violations in accordance with their competence.
Can Tho City also requests units to review financial obligations arising from projects with planning adjustments, expedite the retrieval of 20% of the land fund for social housing in three investment projects, and urge the implementation of key projects such as the Kenh Ngang Bridge (Provincial Road 922) to ensure efficient investment and prevent waste.
The Department of Finance is assigned to take the lead in inspecting the establishment, appraisal, and investment settlement; and handling violations related to bid splitting, adjustment of manpower prices, and construction equipment prices that are not in accordance with regulations.
The city will retrieve more than VND 463 billion to the budget and deduct over VND 2.5 billion due to violations in investment, construction, and land management and use. At the same time, it will urge seven investors to pay over VND 193 billion in late deposit money and handle cases of improper refunds.
In the field of land management, the Department of Agriculture and Environment is requested to review and adjust the duration of land use in 2,051 land-use certificates that were incorrectly issued, inspect the issuance of certificates without complete legal documents, and re-determine land lease prices and financial obligations for projects in An Binh Ward (Ninh Kieu District) and areas with signs of violations.
The Department of Home Affairs is assigned to take the lead in advising the City People’s Committee on the handling of administrative responsibilities of organizations and individuals related to the inspection conclusion.
The People’s Committee of Can Tho City requests relevant units to seriously implement the conclusion, periodically report on their progress, and proactively propose solutions for complex cases to ensure the full implementation of the inspection conclusion. This will contribute to the discipline in the fields of planning, investment, and land management in the locality.
Previously, the Government Inspectorate announced the conclusion of the inspection on planning, investment, construction, and land management in Can Tho City for the period of 2015-2022, pointing out multiple violations. The Government Inspectorate requested Can Tho City to seriously implement the inspection conclusion, rectify and strictly handle the violations. If there is any act that causes loss of state assets or signs of legal violations, the case must be transferred to the police for handling.
