In a recent development, the Government Office announced Decision No. 220/TB-VPCP, conveying Prime Minister Pham Minh Chinh’s conclusions from a meeting with the Ba Ria-Vung Tau Provincial Party Committee, as reported by the Cong Thuong Magazine.
The decision underscores the urgent need to formulate a special zone development proposal for Con Dao, emphasizing its strategic position as a frontier island of utmost importance for national security and defense. The plan aims to maximize its maritime advantages, fostering the growth of a cultural, historical, spiritual, and eco-island tourism destination of international repute. Con Dao’s development should be swift, sustainable, bright, green, clean, beautiful, and modern, with a global outlook.
A key focus is on establishing a special zone administration with unique mechanisms and policies. This entails scrutinizing the contents of the National Assembly’s Resolution No. 98/2023/QH15 dated June 24, 2023, which pertains to experimental mechanisms and policies for the development of Ho Chi Minh City. Building on this, Con Dao’s unique requirements and those of Ba Ria-Vung Tau province should be addressed, ensuring a balance between flexibility and effective management and control.
Additionally, infrastructure solutions are highlighted, particularly addressing the aviation transport bottleneck. The province of Ba Ria-Vung Tau is tasked with attracting strategic investors to extend the runway at Con Dao International Airport to accommodate international flights, employing the public-private partnership model. Emphasis is also placed on enhancing healthcare, educational, cultural, and social infrastructure, including a proposed master plan for the Hang Keo and Hang Duong cemeteries to honor historical and cultural values while attracting tourists.
The decision encourages attracting strategic investors for key projects, offering incentives for businesses investing in economic development integrated with national defense and security. Attracting high-quality human resources is also a priority. Furthermore, it suggests studying the option of land reclamation to expand the island while ensuring environmental protection, ecosystem preservation, and sustainable development.

Prior to this, during a recent visit to Con Dao earlier this month, Prime Minister Pham Minh Chinh held a working session with the Ba Ria-Vung Tau Provincial Party Committee, as reported by the Nhan Dan newspaper.
After reorganization, Con Dao will become a special zone under Ho Chi Minh City.
During the session, the Prime Minister directed the formulation of a proposal to develop Con Dao into a special zone, emphasizing its role as a frontier island for national defense and security. He highlighted the need to maximize its maritime potential, with a focus on spiritual and eco-tourism. The Prime Minister also stressed the necessity of establishing a unique special zone administration with flexible and open mechanisms and policies, while maintaining effective management.
He pointed out that infrastructure remains a bottleneck, especially the Con Dao Airport. The Prime Minister instructed Ba Ria-Vung Tau province to take the lead in investing and attracting investment through public-private partnerships to upgrade Con Dao Airport into an international airport.
