The Ho Chi Minh City People’s Committee has recently approved the proposal and list of adjustments to the master plan for the Binh Quoi-Thanh Da new urban area with a scale of 1/2000 in Ward 28, Binh Thanh District.

The total adjusted planning area spans 426.93 hectares within the Binh Quoi-Thanh Da new urban area, one of the city’s few remaining strategic locations with potential for eco-urban development along the river.

The Binh Thanh District People’s Committee is in charge of formulating the plan, with the Binh Thanh District Construction Investment Project Management Unit as the investor. They are required to adhere to all applicable regulations during the planning process.

The planning adjustments will closely follow the award-winning proposal from the international competition, “Planning and Architectural Ideas for Binh Quoi-Thanh Da Peninsula,” as approved by the Ho Chi Minh City People’s Committee in Decision No. 608/2025. The plan will also ensure alignment with the city’s spatial development orientation as outlined in the approved Ho Chi Minh City Master Plan until 2040, with a vision towards 2060.

In terms of timeline, the Ho Chi Minh City People’s Committee has set a one-month deadline for the formulation of the task of adjusting the 1/2000 subdivision planning and a nine-month period for the formulation of the 1/2000 subdivision planning adjustments.

The Binh Thanh District People’s Committee is responsible for formulating the outline and estimate for adjusting the 1/2000 subdivision planning of the Binh Quoi-Thanh Da new urban area, which will be submitted to the Department of Construction for approval as per regulations.

Additionally, the district will organize the formulation of the overall adjustments to the 1/2000 subdivision planning for the Binh Quoi-Thanh Da new urban area, which will be submitted for appraisal and approval in accordance with regulations.

Prior to this, the international competition for planning ideas for the Binh Quoi-Thanh Da Peninsula announced its winners, with the first prize going to the joint venture of Skidmore, Owings & Merrill LLP (SOM) and the Architectural Research Center. This marks a significant milestone in the journey to plan and develop one of Ho Chi Minh City’s most promising areas.

According to the Ho Chi Minh City Department of Planning and Architecture, the first-prize proposal offers an optimal solution that balances planning, landscape, and feasibility, setting a solid foundation for the next steps in the development process.
