According to a report by the Dong Nai Housing Business Joint Stock Company (the management and operation unit for four blocks of social housing in Quang Vinh Ward, Bien Hoa City), in April 2025, an inspection team from the Department of Construction inspected the occupancy of four blocks of social housing in Quang Vinh Ward.

At the time of the inspection, 270 households were absent, accounting for approximately 38% of the households subject to inspection.

Subsequently, the company sent invitations to the absent households, requesting them to report their reasons for absence to the Housing Management Board. So far, 209 households have complied and verified their reasons for absence. Thirty households have not yet contacted the board, five tenant-purchasers have fulfilled their financial obligations, 15 households have returned their units, and 11 households have requested to return their units in the near future.

Regarding the households that have not been in touch, some have informed the company that they are on a business trip and unable to arrange a meeting, while others have requested to terminate their contracts and return their apartments in the upcoming period. The company will continue to send invitations and make direct contact with the non-responsive households and provide a report in the near future.

As of May 9, 2025, there are 43 vacant units in this social housing complex, including those that have been returned and those in the process of being returned.

At the end of April, the Department of Construction concluded its inspection of the implementation of legal regulations on the management, use, rental, and purchase of social housing in Bien Hoa City. Specifically, there were 13 vacant units and three units about to be returned. Compared to the time of the inspection conclusion, the number of units returned and requested to be returned has increased to 26.

Regarding this issue, Vice Chairman of the Provincial People’s Committee of Dong Nai, Ho Van Ha, has requested the Department of Construction to report on the cases of absence during the inspection. For cases of misuse, where the occupants no longer meet the eligibility criteria but continue to occupy social housing, he has proposed their retrieval. He has also suggested that the employing agencies and units of these occupants consider appropriate handling measures.
