
Accelerating the Implementation of Measures to Promote the Disbursement of Public Investment Capital
According to the announcement, the Deputy Prime Minister acknowledged the efforts of the ministries, agencies, and localities under Working Group 2 in disbursing public investment capital. He commended seven localities under Working Group 2 (Phu Tho, Thanh Hoa, Ha Tinh, Nghe An, Quang Binh, Bac Giang, and Hoa Binh) for their excellent performance, with a disbursement rate significantly higher than the national average. Working Group 2 is one of the working groups with the largest amount of allocated capital among the seven working groups of the Government (allocated VND 253,255 billion, accounting for 30.6% of the total investment plan assigned by the Prime Minister nationwide). Therefore, the disbursement results of Working Group 2 greatly affect the overall disbursement results of the country.
Accelerating Site Clearance and Construction Progress
To strive to achieve the target of disbursing public investment capital in 2025, Deputy Prime Minister Tran Hong Ha requested central agencies and directed the Ministry of Construction, the Ministry of Agriculture and Environment, Hanoi National University, Ho Chi Minh City National University, and the provinces and cities of Hanoi, Phu Tho, Bac Giang, Hoa Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, and Quang Tri to vigorously implement measures to promote the disbursement of public investment capital. This includes accelerating site clearance and construction progress and resolving difficulties and obstacles related to land and resources.
Strengthen on-site inspection and supervision, urge contractors and consultants to speed up progress, proactively review and adjust capital allocation within their competence between slow-disbursing projects and projects with better disbursement capacity and capital shortage as prescribed; specifically assign leaders to be responsible for monitoring progress; closely follow up and promptly address difficulties and obstacles in a practical and effective manner within their competence, and report to competent authorities for issues beyond their competence according to regulations.
Addressing Requests from Ministries, Agencies, and Localities
Regarding requests related to capital allocation, supplementary capital, investment plan adjustments, extension of the 2024 capital plan to 2025, and the request of Quang Tri province to allow the locality to proactively adjust the central budget capital allocated for the project of the coastal road section passing through the Cua Tung and Cua Viet areas but not fully disbursed in 2025 for other projects within the province, the locality will allocate enough capital for this in 2026: The Deputy Prime Minister assigned the Ministry of Finance to receive and study to promptly handle according to its competence or report to competent authorities if it exceeds its competence, completing it before May 15, 2025.
The Ministry of Construction shall take the lead in resolving bottlenecks related to the approval of detailed planning at a scale of 1/500 for projects managed by Ho Chi Minh City National University within May 2025.
The People’s Committee of Hanoi shall resolve bottlenecks in site clearance for projects of Hanoi National University within May 2025, ensuring no impact on the progress and disbursement of projects.
The Ministries of Finance, Construction, Agriculture and Environment, and Justice shall coordinate closely with the ministries, agencies, and localities of Working Group 2 to proactively handle difficulties and obstacles in the implementation and disbursement of public investment capital. For matters beyond their competence, they shall promptly report to competent authorities for handling according to regulations.

The Ministry of Construction has made a local adjustment to the planning of the Long Thanh International Airport in Dong Nai. This includes reducing the width of the second runway from 60m to 45m.
