The Hanoi People’s Committee has recently approved a pilot program for real estate businesses to develop commercial housing projects through agreements on land use rights, as per the National Assembly’s Resolution No. 171/2024/QH15 dated November 30, 2024.

This program involves 148 land plots spanning approximately 840.36 hectares, including 169.54 hectares of rice fields. Several districts have a significant number of land plots allocated for this initiative, including Long Bien (18 projects), Dong Anh (17 projects), Hoang Mai (13 projects), Thanh Xuan (12 projects), Nam Tu Liem, and Hoai Duc (11 projects each)

Hanoi approves pilot projects for organizations in the city as per Resolution No. 171/2024/QH15

The majority of the projects focus on residential construction, including low-rise and high-rise buildings, commercial housing, eco-homes, and mixed-use developments combining residential and commercial spaces.

According to the Hanoi People’s Committee, the land plots selected for these pilot projects must meet specific criteria. These include alignment with land use plans at the district level or with construction and urban planning. They should also conform to the local housing development programs and plans that have been approved…
