The Ho Chi Minh City People’s Committee has submitted a proposal to the Government regarding the reorganization of Ba Ria-Vung Tau, Binh Duong, and Ho Chi Minh City.
In the proposal, the Ho Chi Minh City People’s Committee recommends that the Central Government approve the continuation of the implementation of Resolution 98/2023 on experimental mechanisms and special policies for the development of Ho Chi Minh City post-merger of administrative units until the end of 2030.

The Ho Chi Minh City People’s Committee also recommends that the Central Government approve the three provinces and the city to proactively balance their budgets and resources to address the policies and regimes for cadres, civil servants, public employees, and non-specialized staff, in addition to sources after the implementation of Decree 178/2024.
This will motivate and facilitate the provinces in carrying out the reorganization, merger of administrative units, and streamlining of organizational apparatus at the present time.
According to Ho Chi Minh City, during the administrative unit reorganization process, there are overlaps in administrative boundaries between the wards and communes of Ho Chi Minh City (the area of Ho Chi Minh City National University belonging to Thu Duc City has a few areas with inappropriate administrative boundaries with Binh Duong province).
In this regard, Ho Chi Minh City proposes that the Central Government approve the adjustment of administrative boundaries between the two provinces and the city at the communal level.
After the reorganization with Binh Duong and Ba Ria-Vung Tau, Ho Chi Minh City will have a natural area of 6,772.65 km2 and a population of 13.7 million people.
The new Ho Chi Minh City will comprise 168 administrative units at the communal level, including 113 wards, 54 communes, and one special district. The new local government of Ho Chi Minh City will complete the organizational restructuring and officially commence operations by September 15, 2025, at the latest.
