Vinhomes Royal Island Project Perspective

On May 6th, the People’s Committee of Hai Phong City issued a decision to adjust Clause 1 of Decision No. 746/QD-UBND dated March 18, 2024, on allocating land to Vingroup (VIC) for the implementation of the Vinhomes Royal Island project. The project encompasses a total area of nearly 870 hectares and involves an investment of over VND 44,044 billion.

According to the new decision, the total area of land retrieved for the project is nearly 865 hectares, located in Thuy Ha Ward, Thuy Nguyen City (previously Dong Hai 1 Ward, Hai An District, and Thuy Trieu Commune, Thuy Nguyen District), where site clearance has been completed. This land has been allocated to Vingroup for the development of Vinhomes Royal Island.

However, the area allocated to Vingroup JSC for the project has been adjusted to nearly 841 hectares, a reduction from the previous decision’s allocation of nearly 865 hectares.

Of the allocated land, nearly 136 hectares are designated for residential construction, while more than 263 hectares are for lease (including public service land, golf course land, commercial service land, and school land). Additionally, over 441 hectares (previously nearly 466 hectares) are allocated for green spaces, water bodies, transportation, social housing, and non-residential purposes.

The reduction in land area pertains to transportation, urban railway, and external transportation, including Ring Road 3.

The location and boundaries of the land area are determined by the Extract of Land Map No. 30/2025-TL at a scale of 1/5,000, prepared by the Center for Technical Data, Information on Natural Resources and Environment under the Department of Natural Resources and Environment on February 27, 2025.

Furthermore, the new decision stipulates that the People’s Committee of Thuy Nguyen City shall direct the People’s Committee of Thuy Ha Ward to manage the area of over 24 hectares of cleared land that falls outside the scope of the project until further notice from the People’s Committee of Hai Phong City.

Dragon Hill International Tourism Area Project Perspective

On May 7th, the People’s Committee of Hai Phong City issued another decision regarding the adjustment of the decision on land retrieval and allocation to Van Huong Investoco for the implementation of the Dragon Hill International Tourism Area project. This project spans an area of 480 hectares and entails a total investment of VND 25,000 billion.

The location and boundaries of the land area are determined by the Extract of Land Map No. 2429/2024-TL at a scale of 1/5,000, prepared by the Center for Technical Data, Information on Natural Resources and Environment on October 16, 2024.
