Of the 12 projects, seven were inaugurated, four were started, and one had its groundbreaking ceremony. These projects are spread across the city’s districts and counties, ensuring balanced development between the central urban area and the outlying areas, industrial zones, and new rural areas.

EXPANDING THE CITY’S ECONOMIC SPACE

The program was organized in a combination of in-person and online events with 11 venues: the main venue was located at the Center for Politics and Administration and the City Conference and Performance Center (in the new urban area north of Cam River); there were two secondary venues for the Project to Expand the Aircraft Parking Area at Cat Bi International Airport (phase 2) and the Project to Invest in Building a New Urban Area in Duong Kinh District and Kien Thuy District; and eight satellite venues that were organized simultaneously.

According to Le Anh Quan, Vice Chairman of the City People’s Committee, the 12 key projects that were inaugurated, started, or had their groundbreaking ceremony on the occasion of the 70th anniversary of Hai Phong’s Liberation, the Red Phoenix Flower Festival 2025, and the receipt of the title “Heroic City” are the result of the strong leadership and direction of the City Party Committee, the People’s Council, the City People’s Committee, the levels, branches, localities, and investors; closely following the orientation of Resolution No. 45-NQ/TW dated January 24, 2019, of the Politburo on constructing and developing Hai Phong city by 2030, with a vision to 2045; the resolutions of the 16th City Party Congress and the city’s theme in 2025 is: “Expanding economic and urban space, completing mechanisms and policies, strengthening green and digital transformation.”

At the same time, these projects are key contributors to changing the city’s face and gradually turning Hai Phong into a city on par with other cities in the region and the world, a key growth pole in the North, and one of the five localities with the leading economic scale in the country.

This is not only a development milestone but also affirms Hai Phong’s stature and stature in the new era, the era of the nation’s rise. At the same time, it affirms the spirit of unity, responsibility, innovation, and strong aspirations of Hai Phong with the determination to build and develop the city into a model city of the whole country.

12 KEY PROJECTS, PROMOTING HAI PHONG

The 12 events and programs to celebrate the 70th anniversary of Hai Phong’s Liberation – Heroic City include:

Ceremony to inaugurate the City Political and Administrative Center project and the City Conference and Performance Center project. The new Hai Phong City Political and Administrative Center was started in January 2023 with a total investment of VND 2,500 billion, built on an area of 14 blocks, symmetrically designed on two North-South and East-West axes.

The construction area is over 29,000 m2, and the total floor area is about 89,500 m2. Of which, two 15-story blocks are parallel to each other with a maximum height of 74.4 m, gradually lowering towards the inside, creating a converging highlight. Once completed, this will be one of the most beautiful and modern architectural works in the country.

Next to the Political and Administrative Center is the City Conference and Performance Center, a unique architectural symbol of Hai Phong with a circular design and soft curves resembling waves and rivers.

The project is a multifunctional complex integrated with synchronous and modern utilities, with diverse areas and capacities (about 1,500 seats), invested with a modern system, including 3 floors and 1 basement.

Groundbreaking ceremony for the Project to Expand the Aircraft Parking Area at Cat Bi International Airport (phase 2). The project has a total investment of VND 1,151 billion, built on an area of 13.68 ha, including 2 phases. Phase 2.1 has an area of 6.94 ha, providing 5 parking positions for Code C aircraft. Phase 2.2 has an area of 6.74 ha, providing 6 parking positions for Code C aircraft, aiming to improve exploitation capacity, reduce overload, ensure flight safety, and improve service quality.

Groundbreaking ceremony for the Project to Invest in Building a New Urban Area in Duong Kinh District and Kien Thuy District. Vinhomes Golden City project has a scale of more than 240 ha, with a total investment of over VND 23,000 billion, which is the fifth urban project invested by Vinhomes in Hai Phong.

The project is located at the “golden gate” in the southeast of the city, opening up multi-dimensional connections to large economic centers such as Hanoi, Quang Ninh, Bac Ninh, and Thai Nguyen, while conveniently moving to Lach Huyen Port, the key import-export goods gateway of the North and large industrial zones of Hai Phong.

Built on three pillars: “Green – Smart Technology – All-in-one Utilities,” Vinhomes Golden City urban complex aims to become a new international trade center in Hai Phong and the key northern economic region, continuing the spirit of innovation and the city’s endless development aspirations of the Red Phoenix.

Groundbreaking ceremony for the Project to Invest in Construction and Business of Infrastructure of Trang Due 3 Industrial Park. The project to invest in the construction and business of infrastructure of Trang Due 3 Industrial Park has a scale of 652.73 ha with a total investment of over VND 8,000 billion, with a duration of 50 years from the date of approval of the Prime Minister’s investment policy.

The project is oriented to attract enterprises in the field of high technology, creating a chain of links in the electronics – electric vehicle industry, and environmentally friendly supporting industries.

Following the success of Trang Due 1 and 2 Industrial Parks, the strategic investment location of more than 100 domestic and foreign projects, with a total investment of nearly USD 11 billion, and an important production base of leading technology corporations in the world, typically the LG Group with projects such as LG Display, LG Electronics, and LG Innotek.

The Trang Due 3 Industrial Park project not only expands Hai Phong’s industrial space but also demonstrates a long-term vision in welcoming high-quality investment waves, creating many new jobs for local workers, contributing to promoting sustainable economic growth, and putting Hai Phong on the global industrial map.

Groundbreaking ceremony for the Project to Build Social Housing in Dong Hai 2 Ward, Hai An District. The project has an area of 22.4 ha, including a social housing area of 68,620.7 m2, a construction area of about 30,879.32 m2, including 13 blocks of 9-story apartments; commercial townhouse area includes 117 commercial townhouses, 5 stories high.

Once completed, the project will create a modern urban area with a synchronous technical infrastructure system, partly meeting the increasing housing needs in Hai An district and the whole city, contributing to improving land use efficiency, promoting urban development, and socio-economic development in Hai An district and adjacent areas.

Inauguration of the Project to Invest in Construction and Business of Infrastructure of Tien Cuong 2 Industrial Cluster. The project has an area of over 50ha with a total investment of nearly VND 700 billion, invested by Tien Phat Industrial Infrastructure Investment Joint Stock Company.

Currently, Tien Cuong II Industrial Cluster has completed the leveling of the entire land area, along with the synchronous construction of a modern technical infrastructure system. Key items such as concentrated wastewater treatment stations, water supply systems, and fire protection systems have been fully accepted according to regulations.

The internal traffic system is paved with high-quality Asphalt; the rainwater and wastewater systems are constructed separately to ensure efficient and safe operation. The industrial cluster infrastructure is ready and fully meets the conditions for investors to start construction of the factory after the land handover.

In addition, Hai Phong City People’s Committee in coordination with relevant units organized events: Ceremony to open technical routes of traffic works in the program of building a new rural model in Dai Hop commune, Kien Thuy district; Inauguration of the Project to Invest in Construction of Park Interchange South Binh Bridge; Inauguration of the Project of Pegatron Vietnam Co., Ltd.’s Worker Housing Area Phase 1; Inauguration of the Singapore International Education Complex Project; Groundbreaking ceremony for the project of building a 5-star hotel in So Dau ward, Hong Bang district.
