Vân Đồn, a picturesque island district, is located in the eastern and southeastern parts of Quang Ninh Province, approximately 50km from the heart of Ha Long City.

In the Proposal for the Reorganization of Administrative Units at Various Levels and the Establishment of a Two-Tier Local Government Model, Vân Đồn is designated as one of the two special administrative-economic zones of Quang Ninh Province, alongside Cô Tô.

The proposal entails the establishment of the Vân Đồn Special Administrative-Economic Zone, which will involve the consolidation of 12 communal-level administrative units and the transformation of the entirety of Vân Đồn District into the special zone.

Over the years, Quang Ninh Province has prioritized allocating state budget resources to invest in synchronous and substantial improvements to Vân Đồn’s technical infrastructure.

In parallel, the province has proactively facilitated and attracted social investment capital, resulting in the development of numerous dynamic and key projects. These are considered pivotal factors that form the core foundation for Vân Đồn’s takeoff.

Currently, there are over 60 projects utilizing non-state capital being implemented in Vân Đồn, with a total registered capital of approximately VND 63,000 billion. Many of these projects have been completed and put into operation, significantly transforming the local urban and infrastructure landscape while effectively activating developmental resources.

Notable among these projects are large-scale constructions such as Vân Đồn International Airport, the Vân Đồn – Móng Cái expressway, Ao Tiên International Port, Wyndham Garden Sonasea Hotel, and Angsana Quan Lan Ha Long Bay Resort.

Additionally, Quang Ninh Province is actively collaborating with central ministries and sectors to promote investment and attract more strategic projects to Vân Đồn.

Notable examples include the Aircraft Maintenance and Repair Center proposed by the Swire Group (UK) in the Vân Đồn International Airport area and the High-end Tourism Complex in Vạn Yên Commune proposed by the Provincial People’s Committee. These large-scale projects are expected to create new value chains, significantly drive economic restructuring, and form new growth poles in Vân Đồn in the coming years.

According to the Quang Ninh Provincial Portal, during the sessions to gather public opinions on the establishment of the Vân Đồn Special Administrative-Economic Zone, the people unanimously expressed their agreement. With its synchronously invested and modernized technical infrastructure, Vân Đồn is poised to become the most advanced special zone in Northern Vietnam.

Especially with the Provincial Proposal for the pilot mechanism and special policies for the development of Vân Đồn Special Administrative-Economic Zone being approved by the Central Government, new momentum and opportunities for Vân Đồn’s development will be created. The special zone is expected to become one of the province’s economic powerhouses.

Regarding economic performance, statistics show that Vân Đồn’s production value growth rate for the first four months reached 24.5% compared to the same period last year, equivalent to 27.9% of the yearly plan. The service and tourism sectors continue to play a crucial role, with a 131% estimated increase in tourist arrivals and a 24% rise in tourism revenue compared to the same period.

Tax revenue also increased compared to the previous year, reaching 36.2% of the plan and 122.4% compared to the same period, while fees and charges rose by 29.5% year on year.
