Aerial View of the Overdue $60 Million Township Project
Approved by the Ha Tinh People’s Committee, this project was allocated over 27 hectares of prime land in Xuan An, Nghi Xuan, as per Decision No. 1773/QD-UBND dated June 30, 2016, for the Xuan An New Township Project – Phase 1, with a total investment of over VND 1,400 billion.
However, the project, developed by Dong Duong Thang Long Investment and Construction JSC, has exceeded its land use deadline by almost six years and remains incomplete.
As per the investment policy decision, the township comprises modern villas and adjacent houses, with four sides adjoining four traffic routes.
The Xuan An Plaza commercial center (including a supermarket, wedding center, cinema, entertainment area, four-season swimming pool, and fast-food outlets) with a total investment of over VND 80 billion was intended to be the project’s highlight…
… but currently, only the foundation and overgrown weeds remain.
The ecological lake’s landscaping, including a central square with a four-season garden, a regulating pond, an island, and a fairy garden, has been neglected…
… resulting in an unsightly, dilapidated area with overgrown vegetation.
According to the plan, the entire project was to be completed and operational by December 2017, with the Ha Tinh Planning and Investment Department later extending the deadline to June 2019. However, nearly six years past the deadline, the project remains unfinished.
Observations indicate that the project’s technical infrastructure is essentially complete, and many residents have settled in the township. While the adjacent houses built by the investor have been occupied, some remain vacant, contributing to the township’s dilapidated state.
The project includes four villas, which remain unbuilt by the investor, leaving the land abandoned with displaced manhole covers and overgrown vegetation.
The management, protection, and landscape improvement of the township have not received the expected attention. The township’s security booth, for instance, is unmanned.
A water tanker truck, intended for a “green, clean, and beautiful” environment, has been left unused for an extended period.
A leader of the Nghi Xuan District People’s Committee acknowledged the township’s incomplete and inconsistent state. The local authority has requested the investor to install street lighting for security, but this has not been addressed.
Additionally, functional agencies have conducted multiple inspections of the Xuan An Township to facilitate its handover to the local authority. However, due to mechanism obstacles, the handover has not been possible. The locality aspires to manage the township to maintain technical infrastructure, improve small parks, create highlights for the town, and serve the residents’ needs.
For exceeding the land use deadline by nearly six years, Dong Duong Thang Long Investment and Construction JSC has been administratively fined VND 85 million by the Ha Tinh Planning and Investment Inspectorate.
