
The 324-kilometer-long QL18 highway, connecting Noi Bai in Hanoi and Ha Long in Quang Ninh, was put into use over 20 years ago.

The road is currently operated and managed by different entities, with the 30-kilometer section from Noi Bai to Bac Ninh being state-managed by the Ministry of Construction, and the nearly 200-kilometer section from Bac Ninh to Hai Duong to Quang Ninh being managed and tolled by a BOT investor.

Currently, the road accommodates mixed traffic, with cars and motorcycles sharing the road, and the maximum speed rarely exceeding 80-90 km/h.

The section passing through Hanoi often experiences congestion at intersections with roads leading to Noi Bai Airport, as well as various expressways such as Hanoi-Thai Nguyen, Noi Bai-Lao Cai, and Hanoi-Bac Giang.

On the Bac Ninh to Hai Duong and Quang Ninh section of QL18, speed limits are often reduced to 40-50 km/h as the road passes through residential areas, and the road surface is uneven, patched, and in poor condition.

While the Noi Bai to Bac Ninh section is toll-free, the Bac Ninh to Hai Duong and Quang Ninh section is tolled at the Pha Lai toll station.

The road is heavily used and often congested during peak times, such as weekends and holidays. With a high volume of car and truck traffic, in addition to the inadequate transportation infrastructure and deteriorating road surface, many believe that the mixing of motorcycles and cars on the same road poses a significant safety risk.
To address these issues and implement the national expressway plan, which includes the Ha Long-Noi Bai Expressway (CT09), the Deo Ca Group has proposed to the Ministry of Construction to take steps to develop the Noi Bai-Bac Ninh section of QL18 into an expressway, utilizing the PPP model without relying on state funding.
