Illegal Sand and Gravel Mining Leads to Arrest in Ha Giang Province

On May 16th, the Economic Police of Ha Giang Provincial Police initiated criminal proceedings and issued an arrest warrant for Le Van Toan (born 1987, residing in Vinh Quang town, Hoang Su Phi district) for violating regulations on mineral resource exploitation, as stipulated in Article 227, Clause 2 of the Criminal Code.

The investigation revealed that from January 2024 to January 15, 2025, Le Van Toan directly engaged in illegal mining of sand and gravel for construction purposes in the Chay River area, located in Group 5, Vinh Quang town, Hoang Su Phi district.

Toan hired excavator operators to extract the minerals and transport them to collection points, from where he sold them to organizations and individuals in the district, making a profit.

The total volume of illegally mined sand and gravel amounted to 13,733.7 cubic meters, with a value of over VND 2.7 billion.

The case is currently under further investigation by the authorities.
