In recent times, multiple media outlets and journalists, as well as migrant workers (mostly vulnerable individuals from challenging circumstances in rural and mountainous areas) have reported that they were required to pay excessive fees beyond the legally mandated cost structure to secure overseas labor opportunities. This has caused significant distress among those affected, with some having to borrow money from banks, family, or even resort to high-interest loans to meet the demands of employment agencies.

In response to these reports, the Police Department for Investigation of Crimes related to Corruption, Economy, and Smuggling (under the Ministry of Public Security’s Investigation Agency) has initiated an investigation into allegations of abuse of power by the Hoang Long Investment, Construction, and Human Resource Supply JSC (Hoang Long Company) and its affiliates. These entities are suspected of intentionally imposing excessive service fees on migrant workers, multiple times the regulated amount, resulting in the misappropriation of funds. Additionally, they are accused of maintaining two sets of accounting books, deliberately excluding certain transactions from their official records, and underreporting their revenue to evade taxes, thereby causing financial losses to the state.

On May 14, 2025, based on preliminary investigation results, the Investigation Agency of the Ministry of Public Security issued a decision to initiate a criminal case for “Violation of accounting regulations, causing serious consequences” at Hoang Long Company and several related units. Simultaneously, arrest warrants were issued, and six individuals were detained, including: Nghiem Quoc Hung, Chairman of the Board of Directors and General Director of Hoang Long Company; Nguyen Dinh Tham, Deputy General Director of Hoang Long Company and General Director of JHL Company; Pham Thi Hanh, wife of Nghiem Quoc Hung; Dang Thi Phuong, Chief Accountant of Hoang Long Company; Tran Hong Hanh; and Nguyen Thi Cam Anh, an accounting staff member of Hoang Long Company. They are being charged with “Violation of accounting regulations, causing serious consequences,” as stipulated in Article 221 of the Criminal Code.

Following the approval of the Supreme People’s Procuracy, the Investigation Agency of the Ministry of Public Security, in collaboration with the Supreme People’s Procuracy, executed the aforementioned legal procedures in accordance with the law.

The Investigation Agency of the Ministry of Public Security is currently consolidating evidence to substantiate the crimes of the indicted individuals and expanding the scope of the investigation to uncover any further wrongdoing by related organizations, entities, or individuals. Those found responsible will be dealt with in accordance with the law.
