A decade has passed since the construction of the main road connecting National Highway 24C to the Dong Quat Industrial Park began. With an investment of 63 billion VND, the project was expected to be completed by 2020.

Initially managed by the Management Board of Dung Quat Economic Zone and Quang Ngai Industrial Parks, the project has recently been transferred to the Management Board of Transport Construction Investment Projects in Quang Ngai Province for further implementation.

Starting from National Highway 24C and ending at the transversal road of the Dong Quat Heavy Industrial Park in Binh Thuan commune, Binh Son district, the project is expected to boost the development of the eastern area of the Dung Quat Economic Zone.

However, a decade after its commencement, the project remains unfinished and in disarray.

Currently, the road foundation has reached 80% completion, but the project has stalled due to land clearance issues.

The main components of the project include a bridge over Dam River and an oil pipeline for the Dung Quat Refinery. Only the bridge abutments and two spans (No. 1 and No. 2) have been constructed so far.

The construction of the bridge span over the oil pipeline and abutment M1, along with pier T3, is yet to commence due to unresolved safety concerns related to the oil pipeline. Despite discussions among relevant parties, an optimal solution is still pending.

Signs of deterioration are evident in the piled-up concrete blocks and steel bars meant for construction, which have been left exposed to the elements.

Over time, the unfinished road has become a dumping ground for construction waste.

Mr. Ngo Van Dung, Director of the Management Board of Transport Construction Investment Projects in Quang Ngai Province, stated that they are currently reviewing the project’s status after taking over from the previous investor and will proceed with further implementation.
