Recently, Vice Chairman of the People’s Committee of Dong Nai province, Ho Van Ha, held a working session with departments, local authorities, and investors to discuss the proposal for the Ho Chi Minh City Ring Road 4 project’s section passing through Dong Nai province.

The section passing through Dong Nai province is nearly 47 kilometers long and runs through five districts: Vinh Cuu, Trang Bom, Thong Nhat, Long Thanh, and Cam My. The project is implemented in the form of a Public-Private Partnership (PPP) with a total investment of over VND 26 trillion.

The project is divided into two components: land retrieval, compensation, support, and resettlement with a total investment of over VND 10 trillion; and construction with a total investment of over VND 16 trillion. The state budget contribution to the project is over VND 14 trillion, including over VND 10 trillion for site clearance and approximately VND 4 trillion for construction.

Regarding site clearance, the project requires the retrieval of over 482 hectares of land, affecting nearly 1,700 households who need to be resettled.

Vice Chairman of Dong Nai People’s Committee assigned the Department of Finance to review and allocate the source of capital of over VND 10 trillion for site clearance. The Department of Construction was instructed to work with the project’s investors to re-establish a timeline for the necessary tasks.

For the adjustment of related planning, the Vice Chairman assigned the Department of Construction and the Department of Agriculture and Environment to guide the local authorities in their execution. Simultaneously, they were tasked with ensuring the supply of construction materials and identifying waste disposal sites for the project. The Department of Industry and Trade was instructed to proactively relocate the technical infrastructure in advance.

Previously, authorities in Binh Duong province issued notices to revoke land from 1,031 cases for the Ho Chi Minh City Ring Road 4 project section passing through the province.

Binh Duong is expediting the implementation of Component 1 – site clearance for the Ring Road 4 project. The starting point of the project is Thu Bien Bridge in Bac Tan Uyen district, and it ends at Saigon River in Ben Cat city. The site clearance project, approved by the Provincial People’s Committee, has a total investment of VND 7,926 billion. The expected land retrieval area is about 239.8 hectares, passing through Thu Dau Mot city, Tan Uyen city, Ben Cat city, and Bac Tan Uyen district. Approximately 1,451 cases are affected by the project, among which 300 cases are eligible for resettlement.

In Binh Duong, Tan Uyen city has promulgated land retrieval prices, and the remaining localities are expected to approve land prices in May 2025. The Provincial People’s Committee has instructed the localities to continue finalizing related procedures, including surveying, inventory, approval of prices, and compensation plans.

According to the plan, Ho Chi Minh City Ring Road 4 has a total length of over 200 kilometers, passing through Ho Chi Minh City, Binh Duong, Dong Nai, Long An, and Ba Ria-Vung Tau provinces. Ho Chi Minh City People’s Committee has completed the pre-feasibility study report and is expected to submit it to the National Assembly for approval of the investment policy for the nearly 160-kilometer section. Of this, the section passing through Long An is the longest at over 78 kilometers, followed by Dong Nai with 46 kilometers, Ba Ria-Vung Tau with 18.2 kilometers, and Ho Chi Minh City with 16.7 kilometers. The section passing through Binh Duong (48 kilometers) will be implemented independently according to the investment plan approved by the Provincial People’s Council.
