After three long years of anticipation since the project’s approval, the Hanoi People’s Committee finally commenced construction on the intersection project between Ring Road 3.5 and Thang Long Boulevard on April 19th (Hoai Duc District, Hanoi). With a total investment of VND 2,400 billion, the project is under the management of the Hanoi Civil Construction Project Management Board.

The intersection includes an underpass beneath Thang Long Boulevard, connecting Hoang Tung Street (also known as Le Trong Tan Street) to National Highway 32. The underpass’ central line aligns with Hoang Tung Street and stretches 975 meters in length. Accompanying the underpass are four turbine branch bridges constructed from prestressed concrete beams, spanning a total length of 2,357 meters.

This particular intersection holds great significance as it strengthens the connection between Ring Road 3.5 and Thang Long Boulevard—two vital transportation arteries in western Hanoi. Upon completion, the structure will significantly reduce travel time for thousands of residents living in the Geleximco, Nam An Khanh, Thien Duong Bao Son, and Duong Noi villa complexes, providing easier access to My Dinh and the heart of Hanoi.

Location of the intersection between Ring Road 3.5 and Thang Long Boulevard

To expedite the construction of this project, the Hanoi Department of Construction recently announced a traffic diversion plan as follows:

Regarding the Thang Long Boulevard Expressway:

A reduction in the speed limit to 60 km/h when passing through the project’s construction area. Specifically, on the right expressway (Hanoi to Hoa Lac direction) from Km7+420 to Km8+900, and on the left expressway (Hoa Lac to Hanoi direction) from Km9+460 to Km7+900.

Additionally, vehicles are permitted to use the emergency lane on the expressway segment with a 60 km/h speed limit.

For Le Van Huan Street, heading towards the right-side Thang Long Boulevard frontage road:

Prohibiting vehicles from traveling from Le Van Huan Street to the right-side Thang Long Boulevard frontage road (from the fence to the frontage road). Traffic will be redirected as follows: from Le Van Huan Street – through the internal road of the resettlement area (adjacent to Road 3.5) – via the road through the Splendora urban area – An Khanh overpass junction – Thang Long Boulevard frontage road.

For the left-side Thang Long Boulevard frontage road:

Vehicles are prohibited from using the left-side Thang Long Boulevard frontage road from Km 8+220 to Km8+515. Traffic will be redirected as follows: from the left-side Thang Long Boulevard frontage road, head towards Ha Dong or central Hanoi by turning right onto An Khanh Street at Km 9+500 (An Khanh overpass), Nam An Khanh Street, Thien Phuc – Hoang Tung intersection, and then following Hoang Tung Street to Ha Dong, or continue straight on Thien Phuc Street, cross the Cau Coc overpass, and use the left-side Thang Long Boulevard frontage road to reach central Hanoi.

Alternatively, from the left-side Thang Long Boulevard frontage road, turn right onto Golden An Khanh Street (Km 8+960) – Nam An Khanh Street – Thien Phuc – Hoang Tung intersection – and then follow Hoang Tung Street to Ha Dong or Thien Phuc Street to central Hanoi.

For long-distance diversion, vehicles traveling from the left-side frontage road to central Hanoi can enter the expressway lane at Km10+290.

Thang Long Boulevard diversion plan

Regarding Underpass No. 3 and Underpass No. 4:

Underpass No. 3 on Thang Long Boulevard will be closed. Vehicles traveling from the right-side frontage road to the left-side frontage road will follow this route: From the right-side frontage road, cross the An Khanh overpass to the left-side frontage road, and vice versa.

Underpass No. 4 will be adjusted to allow two-way traffic for motorbikes, while cars will only be permitted to travel from the left-side frontage road to the right-side frontage road.

For Hoang Tung Street:

Vehicles are prohibited from using the two main lanes of Hoang Tung Street from the Thang Long Boulevard frontage road up to 30 meters from the Hoang Tung – Thien Phuc – Nam An Khanh intersection. Containers are also banned from turning left from Hoang Tung Street onto Nam An Khanh Street.

Traffic from Hoang Tung Street to the Thang Long Boulevard frontage road will be redirected as follows: Hoang Tung Street → Hoang Tung – Thien Phuc intersection → the 7.5-meter-wide Thang Long Boulevard frontage road.

Vehicles from Ha Dong (excluding containers) can follow this route: Hoang Tung – Thien Phuc intersection → turn left onto Nam An Khanh Street, An Khanh Street to Thang Long Boulevard, or turn right onto Thien Phuc Street, cross the Cau Coc overpass to Thang Long Boulevard.

Containers from Ha Dong intending to enter the expressway can either take Le Quang Dao Street or Provincial Road 72.

For bus vehicles on the Thang Long Boulevard frontage road:

Buses will enter the expressway at km10+290 and exit onto the frontage road at km6+900.

These traffic adjustments will be implemented from May 16, 2025, to May 31, 2026.
