Deputy Prime Minister Tran Hong Ha has signed a decision on behalf of the Prime Minister, approving the investment proposal for the Khoai Chau Urban, Eco-Tourism, and Golf Complex project in Hung Yen province.

The project encompasses a planned area of 990.43 hectares and comprises urban, resort, eco-tourism, sports, and premium golf course components adhering to international standards. With a total investment of VND 39,787 billion (approximately USD 1.533 billion), the project includes VND 4,087 billion allocated for compensation and resettlement support.

The project is undertaken by Hung Yen Investment and Development Joint Stock Company (a subsidiary of Kinh Bac City Development Holding Corporation, stock code KBC), in collaboration with IDG Capital, representing Trump Organization in Vietnam (the family corporation of Donald Trump).

This project was previously noted in a Memorandum of Understanding between the People’s Committee of Hung Yen province and American partners, including Trump Organization. In March 2025, Mr. Charles James Boyd Bowman, General Director of Trump Organization’s project in Vietnam, directly petitioned the Prime Minister for support in implementing the project.

During the meeting, the Prime Minister requested that Trump Organization consider Vietnam as a strategic business base and expand its investments to other localities and sectors with potential. Mr. Bowman expressed his desire to complete the project by March 2027, in time for APEC 2027, and to establish the Khoai Chau golf course as a global destination.

Trump Organization is also exploring additional investment projects in Vietnam, promoting high-level visits, and aiming to contribute to enhancing the country’s international image.

The planned implementation period is from Q2 2025 to Q2 2029, with a 50-year operation duration.

The project is divided into four sub-areas: an eco-golf residential area with a population of approximately 3,500; an eco-golf and eco-tourism residential area for 1,800 people; a commercial, service, and urban area accommodating 29,700 residents; and a themed park and green space.

Additionally, the project will allocate 7.28 hectares for social housing development, and all technical infrastructure will be constructed synchronously. The golf course is designed with 54 holes, including 36 international standard holes and 18 eco-holes.

The Prime Minister has assigned the People’s Committee of Hung Yen province with full responsibility for the dossier, proposal content, legal basis, and reporting. They are also tasked with selecting the investor through a special designation, ensuring compliance with legal regulations and approved special mechanisms. The Committee is also responsible for thoroughly incorporating the opinions of relevant ministries and sectors, as well as closely managing land resources to prevent waste, extravagance, and disputes.

The Ministry of Finance is responsible for comprehensively integrating the appraisal opinions of relevant agencies, ensuring accuracy, transparency, and compliance with legal regulations in the appraisal report on the investment proposal.
