The Optimization of Human Resources in the Hanoi City Police Department: A Strategic Guide

The Hanoi Police Party Committee held a conference to propagate and disseminate documents on organizing party congresses at all levels towards the 29th Congress of the Hanoi Police Party Committee and guiding the arrangement and assignment of public security officers at the commune level according to administrative boundaries in Hanoi Police.

At the conference, Colonel Nguyen Ngoc Quyen, Deputy Director of Hanoi Police, propagated the basic issues of Circular No. 02-TT/DUCAC dated April 16, 2025, of the Party Committee of the Central Public Security Party on party congresses at all levels within the Party Committee of the Central Public Security and the People’s Public Security for the term 2025-2030; the Hanoi Party Committee’s plan to organize party congresses at all levels towards the 18th Congress of the Hanoi Party Committee for the term 2025-2030; and Plan No. 161/KH-BCA-X01 dated March 20, 2025, of the Ministry of Public Security on the deployment of rearranging and organizing public security forces at the commune level according to the policy of the Politburo and the Secretariat.

Colonel Nguyen Ngoc Quyen, Deputy Director of Hanoi Police, propagated several documents on organizing party congresses at all levels and guiding the arrangement and assignment of public security officers at the commune level according to administrative boundaries in Hanoi Police.

Following that, Lieutenant Colonel Tran Van Quang, Head of the Organization and Personnel Department, propagated five documents on organizing party congresses at all levels towards the 29th Congress of the Hanoi Police Party Committee and guiding the arrangement and assignment of public security officers at the commune level according to administrative boundaries in Hanoi Police, including:

– The plan of the Hanoi Police Party Committee to organize party congresses at all levels within the Hanoi Police towards the 29th Congress of the Hanoi Police Party Committee for the term 2025-2030;

– The Hanoi Police Party Committee Standing Board’s guide to some contents on preparing personnel for party congresses at all levels within the Hanoi Police for the term 2025-2030;

– The Hanoi Police Party Committee Standing Board’s guide to standards and criteria for considering re-election in special cases for leaders and commanders at the division level participating in the term 2025-2030;

– Plan No. 123 of the Hanoi Police on the deployment of rearranging and organizing public security forces at the commune level in Hanoi according to the policy of rearranging and organizing administrative boundaries at all levels;

– Plan No. 159 of the Hanoi Police on the arrangement and assignment of officers when merging public security forces at the commune level according to administrative units, combining the adjustment to reduce the number of leaders and commanders at the team and division levels in the Hanoi Police.

Ensure a thorough and fair process in the selection of the new term’s party committee members

Speaking at the conference, Major General Nguyen Thanh Tung, Director of Hanoi Police, stated: Regarding the organization of party congresses at all levels within the Hanoi Police, it is requested that party committees and party cells at the grassroots level thoroughly implement the regulations and principles of the Party to ensure unity and consensus. Improve the quality of congress documents.

Absorb the guiding viewpoints, directions, and major orientations in the draft documents of the upper levels; honestly and objectively evaluate the situation and results of implementing the resolutions of the previous term’s congress; clearly identify strengths and weaknesses, causes, and lessons learned; study, evaluate, and accurately forecast the situation, determine orientations, goals, tasks, and solutions for the next term that are practical, contextually appropriate, and in line with new requirements. In particular, congress documents must be concise, easy to understand, memorable, actionable, and verifiable.

An important factor is to ensure the continuity of renewal and development of the team of officers; attach importance to quality, with a reasonable quantity and structure, strengthening key and crucial positions, fields, and localities; and ensure that no one who fails to meet the standards is included in the new term’s party committee.

At the same time, units should urgently verify and clarify issues related to personnel in terms of political standards, cases that need to be considered for handling, inspection, supervision, investigation, or prosecution before May 25, 2025, to promptly build a personnel plan and organize the congress according to the roadmap.

Rearranging and organizing public security forces at the commune level is a crucial task

Regarding the rearrangement, organization, and assignment of public security officers at the commune level according to the policy of rearranging administrative boundaries at all levels, Major General Nguyen Thanh Tung requested units to thoroughly implement tasks related to rearranging and organizing public security forces at the commune level under the concentrated and unified leadership and direction of the Party Committee Standing Board and leaders of the Hanoi Police.

At the same time, it is necessary to determine the role and responsibility of the heads and leaders of units; ensure high unanimity within the Hanoi Police in both will and action, with the spirit of Hanoi Police taking the lead in implementing the rearrangement and organization of public security forces at the commune level according to administrative units.

Major General Nguyen Thanh Tung pointed out that the party committees, organizations, and unit leaders within the Hanoi Police should proactively implement tasks and solutions synchronously, comprehensively, and in a linked manner with high determination, great efforts, and resolute actions, with the motto of being proactive, urgent, but also careful, “running while lining up.”

The organization and operation of public security forces at the commune level according to the new model should be fast, synchronous with the organization of commune-level administrative units, ensuring uninterrupted regular activities, no gaps in the local area, and no omission or neglect of cases and subjects; at the same time, ensuring better security and order in Hanoi.

The Director of Hanoi Police acknowledged that rearranging and organizing public security forces at the commune level, along with rearranging officers, is an important, complex, and sensitive task. Therefore, during the implementation process, it is necessary to ensure the principles of democratic centralism, objectivity, and fairness; effectively carry out propaganda and political and ideological education; and thoroughly grasp the policies for the team of public security officers to create consensus in the organization and implementation.

The reorganization of the team of public security officers must be associated with the model of local government organization with two levels (city and commune/ward).

After rearranging and assigning, it is necessary to improve the quality of leaders, commanders, and officers and soldiers of public security forces at the commune level according to the motto of “strong communes, close to the people,” being close to and understanding the people, ensuring security and order in the area, and contributing to the rapid and sustainable development of the capital.

Arrangement and assignment based on officers’ wishes, ensuring humanity, sentiment, and reason

Building a team of officers must be linked to products and work results. Through the evaluation and assessment of officers, select those who best meet the requirements and tasks of each unit and level, arrange them in the right positions according to regulations, and ensure the balanced development of all forces and units, in line with the reality of the team of leaders and commanders of the Hanoi Police; inherit the team of leaders and commanders, officers, and soldiers with good capacity from the previous district- and commune-level public security forces; and combine the reasonable adjustment to reduce the number of leaders and commanders at the team and division levels.

The arrangement and assignment should be based on the wishes of the officers, ensuring humanity, sentiment, and reason, and explaining to the officers to fully understand the policies of the Party, the Government, and the Ministry of Public Security, and to maximize the application of officer policies.

Major General Nguyen Thanh Tung requested that the party committees and heads of public security forces at the commune level assign tasks and arrange positions for officers in accordance with their specialized training and professional working experience. Make effective use of the team of officers, especially investigators, intelligence officers, and security officers.

Pay attention to monitoring, grasping the situation, inspecting, and supervising the implementation; promptly detect difficulties, problems, limitations, and shortcomings, and propose measures to rectify and overcome them.

“I especially emphasize the requirement to be truly conscientious, objective, open, and transparent; resolutely fight against negative phenomena, and prevent running after positions and power in the process of selecting party committee members and arranging and assigning public security officers at the commune level.

Absolutely do not let “interest groups” and corruption occur in the process of preparing personnel for the congress and streamlining the organization of public security forces at the commune level.
