The People’s Committees of Tho Lap and Thuan Minh communes, Tho Xuan district, Thanh Hoa province, reported to the district’s People’s Committee about the low yield and high rate of unfilled grains of dozens of hectares of Chiem Xuan 2025 rice crops.

Dozens of hectares of rice refuse to “bow,” causing losses for Thanh Hoa farmers
According to Thuan Minh commune’s report, in the Chiem Xuan 2025 crop, there were about 14 hectares of rice with degenerated panicles that failed to bow. Of this area, approximately 13.8 hectares were planted with the KU57 rice variety, and 0.25 hectares with the An Nong variety. In Tho Lap commune, 89 households planted the same two rice varieties on a total area of 13.16 hectares, facing similar issues.
Some farmers shared that when they bought the seeds for planting, the rice grew lush and green. However, when it came time for the rice to panicle, the stalks remained stiff and upright, resulting in a high rate of unfilled grains.
Mr. Le Van Chuan, a resident of Village 2 in Thuan Minh commune, shared that his family planted about 10 sao (0.5 hectares) this year, investing about VND 20 million in land preparation, seeds, planting, and fertilizers. Up to this point, his family has only harvested about 1.2 tons of rice, compared to around 4 tons in the previous year.

Many hectares of rice fail to produce grains at harvest time
According to the farmers’ estimates, with an average annual yield of 3 tons per sao, the dozens of households in the two communes of Thuan Minh and Tho Lap have lost more than 50 tons of rice.
The farmers in Tho Lap and Thuan Minh communes shared that they obtained the An Nong and KU57 rice varieties from the Hoan Oanh seed agency in Tho Lap commune. However, the commune authorities of Tho Lap and Thuan Minh asserted that these were new varieties not included in the structure for the Chiem Xuan 2025 crop.
Following the reports from the farmers, the communes have directly worked with the seed agency and relevant units. “On May 8, Hoan Oanh agency, along with the company representing the distributor in Thanh Hoa province, met with the farmers, but the company promised to provide a response by May 31,” stated the document from the People’s Committee of Thuan Minh commune.

Rice stalks turn golden, but the panicles fail to produce grains
Given this situation, Thuan Minh commune has requested the District’s Department of Agriculture and Environment and relevant agencies to inspect the business and supply of the two rice varieties by Hoan Oanh agency to provide appropriate support to the farmers.
The Department of Crop Production and Plant Protection of Thanh Hoa province (under the Department of Agriculture and Environment) stated that rice varieties such as KU57 and An Nong 1424 were not included in the province’s approved list of varieties and production plan for the Xuan 2025 crop. Additionally, the units supplying these varieties have not sent official requests to the provincial specialized agencies to demonstrate these rice varieties as per regulations.
In response to the crop failures in some localities due to the cultivation of these rice varieties, the Department of Crop Production and Plant Protection of Thanh Hoa has requested the localities to report and propose handling solutions.
